Project Title: 12-001257 Vendor to Administer NC Disaster Mediation Program(RFP)
Description: The purpose of this RFP is to solicit proposals from qualified Vendors for Program administration services, as detailed further in Section 5.0, Scope of Work. Using the responses from the RFP, the Department plans to identify a Vendor who will provide such services to the Department when the need arises. Per Part 2 of North Carolina General Statute 58, Article 44, created a non-adversarial mediation program (“Program”) to facilitate the effective, fair and timely handling of insurance claims disputes that follow property damage caused by disasters. The availability of the Program is triggered by a state of disaster being proclaimed for the State or an area withing the State by the Governor under G.S. 166A-19.21, or by the President of the United States issuing a major disaster declaration for the State or for an areas within the State under the Robert T. Stafford Relief and Emergency Assistance Act, 42 U.S.C. § 5121, et seq., as amended. The North Carolina Department of Insurance, or its designee, is responsible for administering the Program. No State funds will be used for the mediation Program. All costs associated with the Program will be paid on a per-case basis by insurance companies whose insureds utilize the Program. The intent of this solicitation is to award an Agency Specific Contract.
