Project Description: Notice is hereby given that the South Central Transit Authority (SCTA) is requesting qualified firms to submit proposals for Bus Shelter Cleaning and Light Maintenance Services. The requested services will be performed for bus shelters located in the City of Lancaster and the surrounding areas in Lancaster County, PA, and for bus shelters located in the City of Reading and the surrounding areas in Berks County, PA.
The contract shall be for up to three (3) years, each year subject to annual renewal.
The South Central Transit Authority will receive proposals electronically via PennBid (https://pennbid.bonfirehub.com) from qualified firms until 12:00 pm, prevailing time, Monday, July 6, 2026. The proposals received shall be evaluated with results posted via PennBid.

All proposals and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority and the County of Berks, the County of Lancaster, the Pennsylvania Department of Transportation and the U.S. Department of Transportation Federal Transit Administration.
Contractors and subcontractors will be required to comply with all applicable Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations. All proposers will be required to certify they are not on the Comptroller General’s list of ineligible contractors.
SCTA solicits and encourages Disadvantaged Business Enterprise (DBE) participation. DBE's shall be afforded full consideration of their response and will not be subject to discrimination.
SCTA reserves the right to postpone, accept or reject any and all proposals, in whole or in part, or to waive any and all informalities or technicalities, as it deems to be in its best interest.
