Pre-Solicitation Notice for the notice of intent to award a sole source contract. This is not a solicitation. The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis for Avidity Science Component Interface consisting of:
- Serial to Ethernet Converter for connection of Automated Watering System Controller (AWSC) and Environmental Sentry Panel (ESP) to the Customer Provided Watchdog EX Local machine.
- Watchdog EX® Local Software To be installed on customer's physical system server
- Watchdog EX® Bridge Software To be hosted on customer's physical system.
- Watchdog EXTM Local On-Boarding Assistance consisting of:
On-Boarding Assistance Consultative Approach - multiple touch points with customer after receipt of order and prior to migration to Watchdog EX to provide the following:
Verification of customer current configuration and provide opportunity to make any changes necessary in advance of final creation of the system configuration
Pre-populate most used notification and monitoring templates
Assurance for proper notifications to be in place at the end of Day 1 of start-up
This notice of intent is not a request for competitive quotes. However, any responsible source who can provide an equivalent service with the features described above, may submit a capability statement to the contracting office no later than Monday, August 24 2026, 2:00 PM, MT. Interest/capability statements which specifically detail how your service meets the requirement may be sent to Robert.Dobson1@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government
