The Department of Children and Families (Department), Office of Child and Family Well-Being is seeking a Respondent to expand on the Respondent’s existing early intervention and home visitation services for at-risk pregnant women, parents/caregivers using substances, and infants affected by substances and their families. Any person interested in participating must comply with the terms of this solicitation.

The Respondent is required to have existing evidence-based services for early intervention and home visitation for this population and currently be providing services in Florida.

The Vendor shall implement an evidence-based home visiting model to improve the rate of positive child development and behavior for the substance-affected infants and their families. The Home Visitors will create an individualized Plan of Safe Care to address the needs of substance-affected newborns and their families. A Plan of Safe Care is intended to be developed at the earliest point the mother’s use or infant’s exposure has been identified. In addition, home visitors will provide referrals for voluntary services tailored to the families’ needs.
