Town of Tonawanda Private Property Inflow and Infiltration Observation Professional Services

The Town of Tonawanda is requesting Statement of Qualifications (SOQs) for professional services related to the Town’s Private Property Inflow and Infiltration Observation Program. This program consists of two distinct, but highly coordinated services:

1. Appointment Scheduling and Call Center Services: Develop and manage an appointment scheduling platform and call center for resident outreach.
2. Private Property Observations: Conduct private property observations to identify potential illicit stormwater connections that may be contributing to excessive inflow and infiltration in the sanitary sewer system.

The Town has approximately 23,000 property parcels that are connected to the sanitary sewer system that would need to be observed. Qualifications may be submitted for both services or for only one service.

Qualifications are to be submitted to Mr. Matthew Sutton, PE, Town Engineer, Town of Tonawanda, 2919 Delaware Avenue, Room 20, Kenmore, New York 14217. Submittals are due December 12, 2025, at 12:00 pm.

This RFQ does not commit the Town of Tonawanda to accept any SOQ, nor does it obligate the Town of Tonawanda for any costs associated with preparing or submitting the SOQ.
