1.0 PURPOSE
The purpose of this solicitation is to obtain a qualified Consultant to establish, lead,
and operate a Program Management Office (PMO) that will function as an extension
of Loudoun County’s Department of Transportation and Capital Infrastructure (DTCI)
staff.
The PMO shall provide comprehensive strategic partner and program-level
leadership, governance, oversight, and execution support necessary to transform the
County’s capital program from a reactive, project-by-project approach into a
proactive, strategic, and performance-driven program.
The selected Consultant shall deliver specialized expertise in large-scale portfolio
and program management, including governance frameworks, internal controls,
program analysis, reporting, and workforce capability development. The PMO will
support the successful planning, programming, budgeting, and execution of a diverse
capital portfolio consisting of transportation and facilities projects.
The County intends to enter into a Contract with one Consultant to serve as the PMO
for an initial one (1) year term with three (3) additional option years.
2.0 COMPETITION INTENDED AND CONFLICT OF INTEREST
2.1 Competition Intended. It is the County's intent that this RFP permits
competition. It shall be the Offeror's responsibility to advise the Purchasing
Agent in writing if any language, requirement, specification, etc., or any
combination thereof, inadvertently restricts or limits the requirements stated in
this RFP to a single source. Such notification must be received by the
Purchasing Agent not later than fifteen (15) days prior to the date set for
acceptance of proposals.
2.2 Conflict of Interest. The County recognizes the potential of a conflict of interest
with the Offeror awarded the contract resulting from this RFP based on their
access to proprietary, business information, or other confidential information
belonging to the County related to the County’s Capital Improvements
Program (CIP). The County’s intent is not to prohibit interested Offerors
from submitting a proposal based on this potential conflict of interest but
rather to have Offerors specifically address this conflict of interest in their
proposals by fully describing the control measures the Offeror will
implement to protect this information.
3.0 BACKGROUND INFORMATION
Loudoun County’s Department of Transportation and Capital Infrastructure (DTCI)
manages a capital program consisting of over 300 projects with an estimated value
exceeding four (4) billion dollars across transportation and facilities.

Due to sustained and accelerated growth, DTCI’s existing leadership, governance
controls, and program oversight capabilities have become constrained. The
Department is currently operating in a largely reactive and tactical mode, focused on
individual project execution rather than integrated program-level management and
without adequate oversight and governance controls.
The current project management approach, while effective for basic tracking and
reporting, does not adequately:
• Provide workflows, methodologies, tools, and reporting infrastructure necessary
for strategic oversight and governance
• Optimize allocation and oversight of capital and personnel resources
• Establish a consistent and repeatable way of project delivery
• Integrate long-term, owner-focused lifecycle considerations into project delivery
• Align projects within a coordinated master schedule and program framework
• Ensure requirements are fully defined prior to budget establishment
• Support proactive, transparent, and structured forward looking program
development and communications
As a result, the program lacks the governance structure, accountability framework,
and leadership visibility necessary to effectively manage a large and complex capital
portfolio.
To address these challenges, the County is establishing a PMO to implement
enterprise-level governance, standardized processes, strategic planning capabilities,
and performance management systems. This PMO will enable DTCI leadership to
improve decision-making, enhance predictability, and ensure long-term success of
capital project delivery.
4.0 SCOPE OF SERVICES
All proposals must be made on the basis of, and either meet or exceed, the
requirements contained herein.
4.1 Program Management Office Consultant: The PMO shall function as an
advisor, extension, of and supplement to County staff by providing specialized
large portfolio and program management expertise required to successfully
develop, implement, and deliver the County’s capital program. The PMO shall
be led by an experienced executive with demonstrated capability in planning,
programming, budgeting, and executing large and diverse infrastructure
portfolios, this individual is different than a Project Manager. The DTCI
Director will provide overall directions to the PMO, and contract administration
will be provided by the Assistant Director of Administration and Policy (or
designee). As it is expected that key PMO staff be physically embedded in
DTCI during key business hours Monday through Friday, excluding County
holidays, the County will provide a minimum space allocation to collocate the
PMO team in the DTCI space. In addition, The County will provide computer
equipment, so all work data and deliverables are housed on the County’s
