Multi-Agency Statewide Financial Management Services for the Ohio Department of Aging and Ohio Department of Medicaid Programs

* Amendment 1, resulting in Round 2, has been issued to update the Cost Proposal document to include a line to provide the offered PMPM rate for the MBIWD and Ohio WorkAbility Programs.  The amendment is also issued to update the Proposal due date from 06/17/25 to 06/2 3 /25 at 1:00pm Eastern.

The purpose of this RFP is to solicit Proposals for statewide financial management services (FMS) for programs managed by the Ohio Department of Aging and/or the Ohio Department of Medicaid.

The Ohio Department of Medicaid (ODM) is responsible for administering the Medicaid program in Ohio and operates numerous home and community-based service (HCBS) waiver programs in Ohio. ODM intends to secure one statewide Contractor to provide FMS for these HCBS waiver programs administered by ODM and by the Ohio Department of Aging (ODA). ODM also operates the MyCare Ohio waiver program, which is a separate program from those HCBS waiver programs identified in this RFP. ODA and ODM program Individuals often move between MyCare Ohio and other HCBS waiver programs, so it is valuable to maintain continuity across programs. Therefore, ODM and ODA expect the Contractor to establish separate agreements or contracts with MyCare managed care plan providers as needed to ensure continuity across programs, unless ODM instructs otherwise. The Contractor must be experienced in providing FMS to support Individuals on HCBS waiver programs in directing their own services.
