INVITATION TO BIDDERS
WILSON AVENUE IMPROVEMENTS
CITY OF CHESTERFIELD, MISSOURI
Sealed Bids for the Wilson Avenue Improvements will be received by the City of
Chesterfield Department of Public Works, 690 Chesterfield Pkwy W, Chesterfield,
Missouri, 63017-0760 until 10:00 a.m. (prevailing central time) on December 16, 2025
and will thereafter be publicly opened and read aloud. A non-mandatory pre-bid
meeting will be held at 10:00 a.m. on Wednesday, December 3, 2025 at Chesterfield
City Hall located at 690 Chesterfield Pkwy W, Chesterfield, Missouri 63017-0760.
The project consists of the reconstruction of Wilson Avenue, from Wildhorse Creek Road
to just south of Walnut Hill Farm Drive, a distance of approximately 2,829 feet. The scope
of the project includes new asphalt pavement, shared use path, new box culvert, retaining
wall, new curb ramps, truncated domes, storm sewer and inlets, and striping. The
awarded Contractor shall have 360 days from the date of Notice to Proceed to complete
the project.

Not less than the prevailing hourly rates of wages as found by the Department of Labor
and Industrial Relations of the State of Missouri, or determined by court on appeal, shall
be paid to all workers performing work under this Contract.
Bidders are informed that pursuant to Section 285.530, RSMo, as a condition of the award of any
contract in excess of five thousand dollars ($5,000.00), the successful bidder shall, by sworn
affidavit and provision of documentation, affirm its enrollment and participation in a federal work
authorization program with respect to the employees working in connection to the contracted
services. Successful bidders shall also sign an affidavit affirming that they do not knowingly
employ any person who is an unauthorized alien in connection to the contracted services.
Contractors and sub-contractors who sign a contract to work on a public works project shall
provide a ten (10) hour OSHA construction safety program, or similar program approved by the
Department of Labor and Industrial Relations, to be completed by their on-site employees within
sixty (60) days of beginning work on the construction project.
Each bid must be accompanied by a cashier's check or certified check, or a Bid Bond executed
by the Bidder and an approved surety company and payable to the City, in an amount not less
than five percent (5%) of the sum total of the base bid.
The project will be awarded to the lowest, responsive, responsible bidder. The City
reserves the right to reject any and all Bids, to waive informalities therein, to determine
the lowest and best bid as determined in the sole discretion of the City.
