Transit Division Planning Study to Optimize Bus Routes, Identify Potential Service Changes, and Identify Appropriate Equipment and Facility Needs

The City of Dubuque Transportation Services Transit Division has received an Areas of Persistent Poverty (AoPP) grant to conduct a planning study that will help the Transit Division optimize its bus routes and identify potential service changes to improve service for AoPP and Dubuque's historically disadvantaged tracts, and determine appropriate equipment and facility needs.  The Transit Division is soliciting competitive sealed proposals from qualified and experienced consulting firms, in alignment with the Federal Transit Administration (FTA) Master Agreement (MA) (31) http://www.transit.dot.gov, to develop a fair master plan that is reactive to today's demands and create a transit model in order to achieve it.
