BID 26-10 INMATE FOOD SERVICE MANAGEMENT - TALBOT COUNTY DEPARTMENT OF CORRECTIONS — TALBOT COUNTY,

SEALED BIDS for this proposal shall be accepted by the Office of the Talbot County
Manager, South Wing, Talbot County Courthouse, 11 N. Washington Street, Suite #13, Easton,
Maryland 21601 until 1:00 p.m. local time on Wednesday, September 23, 2026, at which time they
shall be opened and read aloud. Emailed or faxed bid proposals will not be accepted. Incomplete or
untimely bids shall not be considered. It is the bidder’s responsibility to ensure that their bid
proposal is complete and submitted in a timely manner. The County assumes no responsibility to
notify bidders of incomplete or untimely bids.
THE TALBOT COUNTY DEPARTMENT OF CORRECTIONS is requesting sealed
proposals for the comprehensive food service operations(s) in the Talbot County Department of
Corrections pursuant to the specifications outlined in the Request for Proposal(s). The goal of this
solicitation is to provide nutritionally adequate and appetizing meals that are constitutionally
compliant and that meet the minimum standards required by the Code of Maryland Regulations
(COMAR). Such meals are intended for consumption by the inmate population and must make
consideration and provision for medical, religious or approved cultural requests (i.e., vegan diets). A
separate menu for Departmental personnel (staff) must be provided. The Talbot County Department
of Corrections is located at 115 West Dover Street, Easton, Maryland 21601 and is staffed by 61
County and Contractual personnel.

A PRE-BID CONFERENCE will be held at 10:00 a.m. local time on Friday, August 21,
2026, at the Talbot County Department of Corrections, 115 West Dover Street, Easton, Maryland
21601. Attendance is not mandatory but is strongly encouraged as information presented may be
very informative. All potential Bidders are encouraged to attend in order to ensure their
understanding of the County’s requirements and to prepare acceptable proposals.
THE COUNTY COUNCIL OF TALBOT COUNTY reserves the right to reject any or all
bids or to accept any bid, or portion thereof when in their reasoned judgment the general public will
be better served.
