2. Payment protection — amount. Please confirm the required amount of payment protection, whether 100 percent of the contract price or a lesser amount determined adequate by the Contracting Officer.

(1) 100 percent of the original contract price; and

(2) If the contract price increases, an additional amount equal to 100 percent of the increase.

3. Asbestos-Containing Materials Certification. The certification form provided as an attachment references order/contract number 1305M326Q0271, not 1305M326Q0429. Please confirm this is the correct form for this solicitation, or issue a corrected version. Since the certification is a required element of the quotation, we want to ensure we submit the right document. This is the correct form for the solicitation. It is the same for all; you can just update it to 1305M326Q0429 from 1305M326Q0271.

4. Statement of Work paragraph 3.4.1. This paragraph directs the contractor to make repairs including "replacement of damaged or deteriorating shingles." The Statement of Work otherwise addresses brick, mortar, expansion joints, and masonry sealing on the office and generator buildings. Please confirm whether any roofing or shingle work is within scope, or whether this reference is not applicable to this requirement. The phrase "replacement of damaged or deteriorating shingles." is an error and isn't part of the requirement.

REQUEST FOR QUOTATIONS (RFQ)

Constructions Services for Brick Exterior Restoration at the Pendleton Weather Forecast Office (WFO)

1. Solicitation number 1305M326Q0429 is issued as a request for quotation (RFQ), for Constructions Services for Brick Exterior Restoration at the Pendleton, OR Weather Forecast Office (WFO).

Commercial construction services, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for Brick Exterior Restoration in Pendleton, OR at the Weather Forecast Office (WFO), in accordance with the Statement of Work. Period of performance is three hundred and sixty-five (365) calendar days after receipt of the notice to proceed.

A complete description of requirements, including documentation supporting any brand name descriptions or technical data, can be found in the SF18.

2. This is a request for quotations (RFQ) for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

The Government intends to award as a trade-off, single award, firm fixed-price purchase order on an all or none basis with payment terms of Net 30.

3. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.

THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE CONTRACTOR’S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT.

Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
