Dear Consultant:
The Missouri Highways and Transportation Commission is requesting the services of a consulting
engineering firm to perform the described professional services for the project included on the attached list.
If your firm would like to be considered for these consulting services, you may express your interest by
responding to the appropriate office, which is indicated on the attachments. Limit your letter of interest to
no more thanfourpages. Thisletter should include a statement to indicate your firm's understanding of the
project. It should also include any other information which might help us in the selection process, including
key personnel you would assign to the project and the backgroundsof those individuals, and any sub-
consultants you would propose to use, and an indication of your firm's approach to promoting and
developing a diverse workforce. MoDOT is committed to reflecting the diversity of the communities we
serve and we expect our partnersto do the same. We will utilize the consultant information already on file
so we will not need a lengthy submittal of other general company information. In addition, please attach one
page with detailed information on similar projects that your key personnel have worked on. Indicate the role
your key personnel played in the projects and include reference contact information.
DBE firms must be certified by the Missouri Department of Transportation in order to be counted as
participation towards an established DBE Goal. We encourage DBE firms to submit letters of interest as
prime consultants for any projects they feel can be managed by their firm. We also encourage both DBE
firms and non-DBE firms to consider joining MoDOT's Mentor/Protege program whenever possible as part
of a MoDOT project.
MoDOT will evaluate firms based on: Project Understanding & Innovation, Past Performance,
Qualifications of Personnel Assigned, General Experience of Firm, Familiarity/Capability, Accessibility of
Firm & Staff. Firm's not providing a response on approachto workforce diversity will be considered non-
responsive to this solicitation. Firm's that are not current on all of the required prequalification categories
found in MoDOT's Approved Consultant Prequalification Listat the date of the solicitation expiration will
be considered non-responsive.
We request all letters be received by 3:00 pm, September 16, 2026at theKansas City District Office .

Proposed Improvement: Bridge replacement, eastbound lane addition, and pavement
preservation
Length: 1.5 lane miles
Approximate Construction Cost: $82,266,000
DBE Goal (if applicable) 0%
Consultant Services Required: Conceptual report, preliminary plans, right of way plans (if
needed), and final design services for Jobs JKU0114 and
JKU0503. Ensure a robust core-team process is utilized
during project development and public involvement.
Anticipated letting schedule is February 2029.
Surveying - all professional land surveying including site
specific topographic surveying, including location, and
identifying existing utilities, preparation of right of way
exhibits and descriptions for right of way acquisition (if
needed), geotechnical layout, right of way (including final
monumentation) staking.
Geotechnical - perform all geotechnical work necessary
including pavement and soil investigations and borings
needed for noise and retaining walls. Consultant will be
responsible for coordinating all traffic control needs during
drilling operations. A final report will be completed to
provide all geotechnical recommendations, detailed guidance,
and typical sections necessary to design and construct the
project.
Roadway Design - All conceptual, preliminary roadway
design, right of way and final roadway design and plan
preparation and traffic analysis as necessary to submit
roadway, specifications, and estimates (PS&E), hydrologic
and hydraulic analysis for drainage improvements; pedestrian
facility improvements (if needed); traffic analysis as necessary
to assess the 40 Highway intersection and associated ramp
safety and capacity; facilitating responses to questions and
concerns during construction phase including periodical field
checks; QA/QC
Bridge Design - All conceptual, preliminary bridge design,
final bridge design and plan preparation as necessary to
submit final bridge plans, specifications, and estimates
(PS&E) for I-70 bridges L0973 and L0972 over Sterling and
40 Highway, retaining walls, and the noise walls.

Utility coordination and relocation services - Consultant will
coordinate with utility companies for any adjustments and
spearhead relocation efforts with utility companies and
MoDOT construction to ensure utility conflicts are mitigated
prior to notice to proceed.
Environmental and Historic Preservation - The FHWA has
determined that this project will not have any significant
impact on the environment. A FONSI was signed 6/23/26.
Consultant will submit milestone Requests for Environmental
Services (RES) and complete necessary documentation to
assist with obtaining all environmental clearances and permits.
Consultant will be responsible for all cultural resource surveys
needed and any re-evaluation of the approved NEPA
documents.
Public Outreach - Consultant will facilitate meetings with
stakeholders and provide support with displays and handouts
and participate in the public meetings as required.
