Request for Proposal Contract No. #RC-26-02

The Town of Reading (Town) invites proposals for #RC-26-02 Materials Testing & Inspections Services for the Reading Center for Living. The project is the construction of a new 27,375sf building and related site work with a project delivery of M.G.L. c149.  Scope includes but not necessarily limited to Materials & Inspectional Services for: Soils, Concrete, Steel, Wood, Building Envelope, Windows, Drainage Bituminous Concrete etc.

All proposals for this RFP for Materials Testing & Inspections Services will be emailed to the Awarding Authority Owners Project Manager (OPM) Turner & Townsend Heery, Mark Stafford, For security reasons, you must enable JavaScript to view this E-mail address. on or before 12:00 PM, on Wednesday February 11, 2026. Late submissions will not be accepted.

Contract documents will be available on from https://www.readingma.gov/Bids.aspx on Wednesday January 28, 2026 after 10:00 A.M. Proposers must register in order to be on the bidder’s list and receive notifications.

Proposals must be submitted on the forms included in this RFP. Supplemental materials may be submitted to allow the owner to make an informed decision as to the qualifications of the proposer.

The Town of Reading reserves the right to reject any and all proposals, or to award or not to award the contract for any reason the Town Manager determines to be in the Town's and/or the public's best interest. Nothing in this RFP shall require that the Town take the lowest price proposal. Instead, the Town reserves the right to base its decision on the entirety of the information provided, the evaluation of criteria requested, and its sole judgment as to the best service to be provided. Because this service is exempt from the bidding laws, the Town is free to negotiate price and terms with whatever proposer(s)s it chooses, in whatever manner it believes is best suited to the Town's needs.
