2025-RFP-06 Memorial Hall Redevelopment

The City of Joplin is accepting submissions for a Redevelopment Plan for Memorial Hall, located at 212 W 8th St, Joplin, MO 64801 in Joplin. The property is in the heart of downtown and owned by the City of Joplin.

The City is soliciting proposals on what could be done with this site and Memorial Hall as a potential recreational and economic driver for the city. We expect deep engagement with the community during the process. This selected respondent will collaborate with city and partners on the recommended future use of the building and site as a venue worthy of its history and prominence in the downtown Joplin area. Any development considerations should also include participation with the local Veterans of Foreign Wars organization that has historically had an office and meeting space in the facility.  This plan should consider previous assessments completed. Previous SFS Architecture Memorial Hall Analyses were completed which identifies key environmental issues and historic components to be retained for the facility. A Phase I environmental analysis is currently pending which may highlight any specific needs. Parties will negotiate in good faith on mutually beneficial plans.

Qualified firms interested in providing proposed redevelopment plans should submit according to the specifications included. Interested firms shall be licensed to do business in the State of Missouri.

Sealed proposals are due (must be received) by (April 18, 2025, at 10:00am Central Time) to the City at the indicated address. One (1) original and (2) complete copies of the submission, with one flash drive and PDF format, is to be mailed and delivered in a sealed envelope clearly marked with “Joplin Memorial Hall Redevelopment RFP” on the outside of the package. Late submissions will not be accepted.
