SECTION 1: OVERVIEW AND SCHEDULE OF EVENTS
1. Executive Summary
Introduction
The New Hampshire Liquor Commission (NHLC) is charged with enforcing laws
surrounding State of New Hampshire liquor sales through the NHLC Division of
Enforcement and Licensing. Along with enforcing state liquor laws, the NHLC
Division of Enforcement and Licensing (hereinafter Division) is dedicated to
educating the public, consumers, students and liquor license holders about the
state's liquor laws and statutes, along with the legal, financial, social and health
risks of abusing alcohol. The Division hosts a monthly schedule of alcohol
awareness events and community training aimed at generating awareness for
employees, restaurant owners, managers, and the public.
In addition to educating the public, the Division employes and trains 17 investigators
who have to maintain law enforcement certifications.
As a state agency, the NHLC is not permitted to use equipment or services on the State
of New Hampshire's Prohibited Technologies List to include:

d. Hangzhou Hikvision Digital Technology Company
e. Dahua Technology Company
f. Tencent Holdings, including but not limited to:

Project Overview/Justification: Given the Divisions mission and responsibilities the
Goals and Objectives for the Driving Simulator Project are as follows:
Scope of Work (SOW) Overview
Minimum vendor qualification requirement:
a. The successful Contractor shall have a minimum of five (5) years' experience developing
driving simulators
Scope of Work
b. PRODUCT/SERVICE REQUIREMENTS
i. The simulator shall be able to run scenarios without the need for internet access.
Internet access will be made available for software installation and updates as
applicable.
ii. The simulator shall be physically realistic in nature, providing a physical layout
which duplicates that of the interior of a motor vehicle, including but not limited to:
dashboard, gauges, seat position, steering controls, throttle controls, gear shifting,
exterior lighting controls. Inputs made into the controls by the operator should
reflect in the simulation of that of a motor vehicle.
c. COCKPIT
i. The cockpit will provide an adjustable driver's seat with seatbelt, and the seat will
adjust forward, back, up, and down.
ii. The cockpit will provide an automotive style steering column with adjustable
steering wheel, turn signals, gear shifter, hazard light button, headlight knob and
ignition. It will also be equipped with controls for activating emergency response
lights and sirens.
iii. The cockpit will provide an instrument panel containing a minimum of a
speedometer, temperature gauge, and fuel gauge.
iv. The cockpit will provide a front windshield monitor, and a monitor on the left and
right side of the cockpit that will allow for input of visual driving conditions
controlled by the provided software.
v. The cockpit will provide an accelerator pedal and break that simulate the operation
of a real vehicle.
vi. The cockpit will be mounted on shock casters or similar shock absorbing
mechanism to allow for easy movement of the system
d. SOUND SYSTEM
i. The simulator will be equipped with speakers that will create surround sound
environment.

ii. The simulator sounds will mimic vehicle operation sounds heard within the cab of
an actual vehicle:
1. Engine sounds
2. Transmission sounds (shifting)
3. Braking (sound from locking up the brakes)
4. Acceleration sounds
iii. The simulator will mimic exterior road noise heard within the cab of an actual
vehicle.
1. Road surface (gravel, blacktop, dirt)
2. Potholes
3. Speed bumps and curb contact
iv. The simulator will mimic exterior noises heard within the cab of an actual vehicle:
1. Collisions
2. Weather (wind, rain, thunder, and ice)
3. Emergency vehicle sirens
4. Passing vehicles
5. Car horns
e. SIMULATOR VEHICLE CONTROL PROGRAMING
i. The simulator will be equipped with a device that will cause the steering wheel to
shake and vibrate, mimicking the feel and the operation of an actual vehicle involved
in the following situations:
1. Collision
2. Road surfaces
3. Snow and ice
4. Braking
5. Skidding
6. Rough roads and bumps
7. The simulator will be equipped with a device that will cause the steering
wheel to shake and vibrate, mimicking the feel and operation of an actual
vehicle involved in the following situations:
a. Collision
b. Road surfaces
c. Snow and ice
d. Braking
e. Skidding
f. Rough roads and bumps
ii. The simulator steering and braking will be controlled by the programming software
to allow for the following:
1. Adjustment of reaction time to mimic the effects of increasing BAC levels.
The simulator shall be able to simulate impaired operation from alcohol use
and the level of impairment shall be able to be adjusted to show at minimum
to following levels of impairment:
a. low level of impairment (.04-.08 BAC),

b. medium level of impairment (.08-.12) BAC), and
c. high level of impairment (.12-.16 BAC).
2. The simulator should also be able to duplicate the effects of operating a
vehicle while impaired by the use of Cannabis
3. Adjust the reaction time to mimic the effects of adverse weather conditions
iii. The display utilized in the simulator shall show operator inputs in a real-world
manner. Displays shall be immersive, providing a single wrap-around or multiple
screens to surround the operator. The simulator shall be equipped with realistic
audio feedback.
iv. The simulator shall be able to offer urban, suburban, and rural operating
environments.
v. The simulator shall be able to offer a variety of operational conditions, including but
not limited to daytime, nighttime, rain, snow, ice.
vi. The simulator shall also be equipped with a separate mode/portal to be utilized for
law enforcement driving training utilizing emergency police vehicles (sedans and
SUV specific).
vii. Simulations shall include obstacle avoidance, property use of intersections/right of
way, speed control, appropriate use of emergency equipment.
viii. Law Enforcement portal shall include the use of emergency lights and sirens.
Simulator dashboard shall include physical controls for these features.
ix. Operational conditions and environmental options shall be consistent with those in
the Impaired Driving Portal.
x. Law Enforcement training scenarios shall allow for instructor input, where injects
can be made, forcing the operator to respond (i.e. traffic hazards, traffic flow,
changes in weather conditions). Instructors shall also be able to create and/or
modify training modules
f. SIMULATOR SOFTWARE
i. The simulator software will allow the instructor to control, increase or decrease, the
BAC experienced by the driver
ii. The simulator software will allow the instructor to control the weather conditions
experienced by the driver
iii. The simulator software will allow the instructor to control the driving terrain from
mountains to flat roadways experienced by the driver
iv. The simulator software will allow the instructor to control the driving environment
from urban to rural roadways experienced by the driver
v. The simulator software will allow the instructor to customize scenarios to reflect
interstates, highways and streets that are similar to those found throughout New
Hampshire with driving scenarios
vi. The simulator software will provide visual and auditory feedback for collisions
vii. The simulator software will be programmed to allow for playback of a driving session
upon completion of said session.
viii. The simulator software will be installed and fully tested for functionality by the
vendor to meet the specifications contained herein of the requirements.

ix. System must include unlimited use license, while owned and operated by the State
of New Hampshire
g. INSTRUCTOR'S CONTROL CONSOLE
i. The simulator will have a control console (laptop or tablet) that will allow the
instructor to enter scenarios and control external parameters, such as; weather,
lighting conditions, and BAC.
ii. The simulator's instructor's control console will allow the instructor to view the
vehicle's operation while the scenarios are in progress.
iii. The impaired driving portion shall be self-led and will not require instructor inputs
into each scenario.
h. ONGOING OR OPERATIONAL SUPPORT REQUIREMENTS
i. The successful vendor shall conduct on-site training with agency staff on the
operational and maintenance aspects of the Driving Simulator. Manuals and quick
reference guides shall be made available.
ii. The successful vendor shall be able to provide software updates to the agency as
they become available. The vendor shall provide a vision of a 5- and 10-year
lifecycle, and an estimate of the required software updates required for each
lifecycle.
iii. The successful vendor shall be able to provide a functionality demonstration of the
simulator to the agency following upon delivery.
iv. The successful vendor shall provide one year of technical support as part of the
contract. The vendor shall offer the option to add an extended support option after
the one-year period has elapsed.
v. Vendor shall be responsible for all mileage and travel costs, including travel time,
associated with performance of this contract. Any anticipated mileage or travel
costs may be included in the flat fee or hourly rate listed on Vendor's proposal, but
such costs will not be paid by the Agency separately.
i. INSTALLATION
i. System must operate on 120 VAC or lower and the vendor in its proposal must
explain how simulator will operate and respond to storage in temperatures ranging
from 0 degreesF-105 degreesF
j. TESTING
i. The vendor shall demonstrate that all simulator components, hardware, software
and scenarios are in operational order, upon delivery. The vendor will remain
available to work through and troubleshoot any and all problems with the simulator
and related simulator components, hardware, software, and scenarios.
k. TRAINING
i. The installer will be responsible for providing sixteen hours of onsite training and
instructions to a maximum of ten employees within no more than 2 to 3 concurrent
days, within 30 calendar days of delivery acceptance.

ii. The Division will provide the vendor with a list of the designated personnel to be
trained prior to said training
iii. Training must include the various uses of operation of the equipment and software
in the following areas:
1. Trouble shooting
2. Instructor console operation
3. Software operation/scenarios
4. Sound system
5. Vehicle control programing
6. Scenario building
iv. The vendor will provide the training at a location determined by the Division.
l. WARRANTY REQUIREMENTS
i. The vendor will provide a minimum 1-year manufacturer's warranty on any and all
parts of the simulator as a part of their submitted bid response.
ii. The vendor warranty shall cover any and all repairs of the simulator and
replacements of any and all defective parts
iii. The vendor will be responsible for any costs associated with repairs, such as: travel
costs and shipping costs
iv. The vendor shall provide over the phone Technical Support and a toll-free telephone
number that is staffed Monday through Friday excluding NH State and Federal
holidays. The vendor shall also provide email support.
m. EXTENDED WARRANTY
i. The vendor will submit pricing for an additional 2 years of extended warranty.
ii. The vendor's extended warranty shall cover any and all repairs of the simulator and
replacement of any and all defective parts
iii. The extended warranty will provide for the repair of the simulator and any and
all costs associated with such repairs, such as: travel costs and shipping
costs.
iv. The extended warranty will include making any and all software or hardware
updates.
v. The vendor shall provide over the phone Technical Support and a toll-free
telephone number that is staffed Monday through Friday excluding NH State
and Federal holidays. The vendor shall also provide email support.

SECTION 2: PROPOSAL SUBMISSION, DEADLINE, AND LOCATION INSTRUCTIONS
1. Proposal Submission
Physical Proposals and Electronic Proposals submitted in response to this RFP must be
received no later than the time and date specified in the Schedule of Events, herein.
The Price Proposal must be labeled clearly and submitted separately from the Technical
Proposal.
Late submissions will not be accepted. Delivery of the Proposals shall be the Vendor's
responsibility.
The time of receipt shall be considered when a Proposal has been officially documented by
the Agency, in accordance with its established policies, as having been received at the
location or via email as designated below. The Agency accepts no responsibility for
damaged, mislabeled, or undeliverable mailed or emailed Proposals.

Physical Submissions shall include:
Package 1- Technical Proposal:
a) One (1) original and three (3) clearly identified copies of the Technical Proposal,
including all required attachments.
b) One (1) copy of the Proposal Transmittal Form Letter (described in Section 3.1.2:
Transmittal Form Letter, herein) shall be signed by an official authorized to legally
bind the Vendor and shall be marked "ORIGINAL."
Package 2 - Price Proposal:
a) A separate Price Proposal must be labeled clearly and sealed separately from the
Technical Proposal.
b) One (1) original and two (2) copies of the Price Proposal, including Pricing
Worksheets (as described in Appendix D), must be bound separately.
