Solicitation Description:

TheCity of Laredo, hereafter called OWNER, is requesting Bids for the furnishingof all necessary materials, machinery, equipment, labor, superintendence, andall other services and appurtenances required for FY25-ENG-53 West Laredo Multi-modal Trade Corridor - Phase II(Flecha/Las Cruces Realignment Project).

Biddersare cautioned to refer to other sections of the Project Specifications Manual,Drawings, Addenda and other Bid Documents included in the Bid package forfurther details.

Sealedbids will be received by the City Secretary’s Office, located at 1110 HoustonStreet, 3rd Floor, City Hall Building, Laredo, Texas, or submittedelectronically via Cit-E-Bid, until 10:00AM on Friday, August 29, 2025. Bids will be publicly opened, read aloud, andtaken under advisement at that same time and date.

West LaredoMulti-modal Trade Corridor - Phase II (Flecha/Las Cruces Realignment Project).

This project consistsof realigning approximately 916.27 LF of roadway from Las Cruces to FM 1472(Mines Rd) including Obliterating Abandon Roadway, D-GR HMA TY-B, D-GR HMATY-C, Concrete Box Culvert, concretesidewalks, Concrete Curb, Metal Beam Guard Fence, ADA ramps, traffic signals,etc.

Construction contracttime for this project is on hundred seventy-four (174) working days.

Allcomplete Bid Proposal in the hands of the designated official at the time setin this Notice to Bidders shall be considered. All Bids Proposal shall beaccompanied by an acceptable Bid Deposit in an amount of not less than fivepercent (5%) of the total Base Bid. Bid Deposit will be verified by the Ownerprior to bid certification. Bids without an acceptable Bid Deposit will NOT beconsidered. Hand-delivered Bid Proposalsand Bid Guaranties must be original and must be sealed in an envelope plainlymarked with the name of the project as shown above, and the name and address ofthe Bidder. For Bidders electing to submit Bids and Bid Guarantieselectronically via Cit-E-Bid, Bid Guaranties will be verified by Owner prior tobid certification and electronic copies of Bid Guaranties will not be returnedto Bidders. Mailed bids (i.e. USPS, FedEx, UPS), telegraphic, or facsimile submittalswill not be allowed/considered. Refer to Section A-2 Information to Bidders forcomplete information.

Contractor mustcomply with the Federal Labor Standards Provision, Davis Bacon Act, EqualOpportunity Clause, Wage Determination and HUD and Urban Development FederalRequirements especially as it regards payrolls and basic records. All materialsshall follow the Build America, Buy America Act (BABAA).

Biddersare expressly advised to review Item 3L of the General Conditions of the proposedContract as to the causes which may lead to the disqualification of a bidder and/orthe rejection of a bid proposal. Unless all bids are rejected, the Owner agreesto give Notice of Award of Contract to the successful bidder within ninety (90)days of the bid opening.

Biddersare expected to inspect the site of the work and inform themselves regardingall local conditions.
