The Space Base Delta 1, in support of the 821st Space Base Group, has a mission critical requirement for two (2) annual round-trip voyages between a contractor-selected port in Denmark and Pituffik Space Base each year for 2025, 2026, and 2027 (total 6 round-trip voyages) to support base operations. Additionally, clause 52.217-8 is included that may be exercised allowing for a six-month extension of services. The requirement scope includes providing all management, labor and services to accomplish the functions and responsibilities of receiving cargo from vendors, providing transit origin storage, loading and offloading and transporting sealift cargo. Cargo types include but are not limited to, general cargo, lumber, cement, hazardous cargo, pipe, insulation, frozen cargo, chilled/refrigerated cargo, vehicles, heavy machinery, and full 20 and 40-foot containers.

Performance Period: One (1) basic year and two (2) one-year options (total 3 years) between the date of award or approximately 15 March 2025 and 14 March 2028
Contract Type: Firm-fixed price (FFP). Each year of performance is anticipated to include four (4) FFP CLINS inclusive of all costs associated to load/offload and transport cargo between ports for two (2) northbound journeys and two (2) southbound journeys.
Service Type: Performance-based
Note 1: This acquisition is subject ot the Military Cargo Preference Act of 1904, Department of Defense Instruction 4500.57 - Transportation and Traffic Management, paragraph 6.4 and Defense Federal Acquisition Regulation Supplement Part 247.5 - Ocean Transportation by U.S.-Flag Vessels.
Note 2: Pituffik Space Base, Greenland is located approximately 695 miles north of the Arctic Circle and 947 miles south of the North Pole on the island's northwest side. The port season at Pituffik Space Base is limited due to ice accumulation in the vicinity of the port. As a result, the delivery windows to Pituffik Space Base are limited to the port season of July and August each year. Vessels will be required to be compliant with the Polar Code (reference Marine Environment Protection Committee (MEPC), 68th Session 21, Add.1, Annex 10).
