Matanuska Electric Association, Inc. (MEA) is soliciting bids for a total of two (2) power
transformers; one (1) 138/24.9 kV, 10 MVA power transformer for Stevens Substation,
hereinafter called the “Equipment-1”, and one (1) 115/12.47 kV, 20 MVA power transformer for
Fishhook Substation, hereinafter called the “Equipment-2.
RFB 26-26055 and all attachments are available by contacting Procurement at
FormalQuestions@mea.coop. Execution of a confidentiality agreement is required prior to
receiving this RFB.
Bids are required to be submitted through MEA’s ShareFile site no later than 4:00 PM Alaska
Daylight Time (AKDT), Wednesday, May 27, 2026. In order to submit a proposal for this RFB,
a Notice of Intent to Bid (NOI) is required to be submitted to FormalQuestions@mea.coop by
12:00 PM (AKDT), Friday, May 15, 2026. Upon receiving this notice, a confidential submittal
folder will then be set up in the ShareFile site for uploading your bid.
The Equipment-1 is to be delivered and off-loaded, F.O.B. MEA’s Stevens Substation, located at
21476 Montana Creek Road, not later than September 18, 2028. The Equipment-2 is to be
delivered and off-loaded, F.O.B. MEA’s Fishhook Substation, located at 7351 East Heavenly
Circle, not later than May 15, 2028. Liquidated damages for delinquent delivery are set at
$5,000 per week up to 15% of the contract value. MEA reserves the right to require a
Performance Bond to guarantee the delivery schedule.
Bidders shall specify in their response to this RFB in writing whether exceptions are taken to any
of the terms and conditions of the attached Equipment Contract. Exceptions taken at a later date
may result in bid rejection.
Bidders shall complete the Bid Form and Evaluation and the Bidders Qualification Form for bid
evaluation. MEA will evaluate Equipment costs based on the information provided in these two
forms.
Facsimile (Fax) transmittal of bids is NOT acceptable.
Bids are to be valid for 45 days from the bid due date.
Questions related to this RFB are due no later than, 4:00 PM, AKDT, Tuesday, April 28, 2026.
Questions shall be submitted electronically (email) to FormalQuestions@mea.coop. Bidders are
prohibited from contacting any employee, board member, agent, or other associate of MEA
regarding this request except as permitted in this section. Responses to questions will be
provided by 5:00 PM, AKDT, Friday, May 8, 2026 through an addendum distributed to all
Bidders that filed a NOI on or before 12:00 PM, AKDT, May 15, 2026.
MEA reserves the right to define and waive irregularities, to accept or reject any or all bids, in
whole or part, and to reissue, withdraw or cancel the project in its entirety for any reason,

CONFIDENTIALITY AGREEMENT
1. Bidder agrees that Proprietary Information (including Trade Secrets, Financial and Confidential
information) that may be disclosed to Bidder by MEA is the sole and exclusive property of MEA or
a third party providing such information to MEA. The Bidder will: (1) treat Proprietary information
as confidential; (2) not use any Proprietary information except as and to the extent necessary for
the aforesaid consulting tasks; and (3) not disclose any Proprietary information to any third party
without prior written approval from MEA. The Bidder’s obligations with regard to the confidential
information shall remain in effect for five (5) year from the date this Agreement is signed.
a. Bidder’s obligations shall not apply with respect to any portion of the Proprietary Information
that:
i. Was known to Bidder prior to receiving any of the Confidential Information from
MEA, i.e., was in the public domain at the time it was communicated to Bidder under
this Agreement;
ii. Entered the public domain through no fault of Bidder, subsequent to the time it was
communicated to Bidder under this Agreement;
iii. Was in Bidder’s possession free of any obligation of confidence at the time it was
communicated to Bidder under this Agreement;
iv. Was rightfully communicated to Bidder free of any obligation of confidence
subsequent to the time it was communicated to Bidder under this agreement;
v. Was developed by Bidder independently of and without reference to any information
communicated to Bidder under this Agreement;
vi. Is required to be disclosed in response to valid order by a court or other
governmental body, or as otherwise required by law.
b. Notwithstanding the above, prior to any subcontracting to third parties, such third party must
be bound to the same obligations under this Agreement regarding any Confidential
Information prior to disclosure.

the original shall be the retained by the Proposer.
