INTRODUCTION/SCOPE OF SERVICES

Bay County Board of Commissioners is requesting a proposal from qualified insurance consultants for services related to the County’s Employee Benefits Program, this is including but not limited to:

Self-insured group health

Dental

Vision

Voluntary Worksite Products, etc.


Given the cost and complexity of employee benefits, the Bay County Board of Commissioners is seeking the most qualified consultant to provide as needed brokerage, consultant, and administrative services. The County’s goal is to provide outstanding employee benefits and customer service at the best value to our plan members who are our employees, their families and retirees. The County is inviting all interested firms to submit a proposal to provide the full scope of services set forth within this Request for Proposal (RFP).

Bay County has one High Deductible Health Plan with UMR/UHC Choice Plus. The individual deductible is $1600 for individual and $3,200 for family (MOOP $5,000). The County currently funds 90% of the plan chosen by the employee (EO, ES, EC, or EF coverage). Detailed reports with medical loss ratios, utilization, enrollment, and claims will be provided upon award of contract.

CONSULTING SERVICES:

Review the County’s health benefits (i.e. health, dental, prescription drug programs) and assess opportunities for improvements in cost savings and services provided.

Provide the County with unbiased professional guidance.

Make recommendations in the selection and implementation of new programs and/or changes to existing programs.

Act as a continuing resource to advise the County in the areas of COBRA, HIPPA, Cafeteria Plan Section 125, Health Care Reforms laws and other areas in the field where expertise and guidance may be requested.

Present recommendations to County staff and the Board of County Commissioners, if requested.


PROPOSAL DEADLINE/DELIVERY

ELECTRONIC OR SEALED PROPOSALS for RFP NO: 25-35 Insurance and Employee Benefits Consulting Services will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 PM (CDT) on Thursday, May 1, 2025.  Proposals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Proposal is received on time.

Each Proposal shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the Proposal deadline.

Bids for this solicitation may be submitted either electronically via OpenGov or by paper, sealed and delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401.

POINT OF CONTACT

The County Purchasing Department will be the only point of contact for this RFP. Under no circumstances may a Respondent contact any County Commissioner, County Administrator, or County employee concerning this RFP until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.
