MONROE COUNTY BOARD OF COMMISSIONERS
MONROE COUNTY, GEORGIA
Sealed Bids for furnishing all materials, labor, tools, equipment and appurtenances necessary for the
construction of a Water Main along Ray Hartley Road will be received by the Monroe County
Board of Commissioners in the Board Room on the 3rd Floor of the Monroe County Administration
Building at 38 West Main Street, Forsyth, Georgia 31029 until 11:00 A.M. local time, on Thursday,
May 14, 2026, and then at said office publicly opened and read aloud.
The Project consists of furnishing and installing approximately 2,830 linear feet of 8 inch C900 DR
18 PVC and FPVC water main along with associated hydrants, valves, fittings, joint restraints,
clearing, erosion control and connection to the existing water system on Rumble Road. Installation
method to be by open trench and horizontal directional drilling.
The Contract Time is 120 calendar days for the project. Liquidated damages in the amount of
$250.00 shall be assessed for each day the work extends beyond the Contract Time.
The work in the Contract will be awarded on the basis of the total sum bid for the construction of all
utilities and associated work as noted in the Measurement and Payment section of the Contract.
Any Contractor performing the proposed work must be a licensed utility contractor by the State of
Georgia. License numbers are requested to be written on the face of the bid envelope, but not
required. See Instructions to Bidders for additional bidding requirements.
The Instructions to Bidders, Contract Agreement, Specifications and forms of Bid Bond,
Performance Bond, and Payment Bond and other Contract Documents may be examined at the

Electronic Copies of Contract Documents may be obtained by contacting Lindsey Harris at the

31210, Telephone 478-219-2600. A non-refundable fee of $50.00 will be charged for electronic
copies. Hard Copies of Contract Documents may be obtained by contacting Lindsey Harris at the
Office of the Engineer listed above. A non-refundable fee of $200.00 will be charged for hard
copies. A Contact Name, Company Name, Phone Number, Email Address and Street Address must
be provided to ensure a bidder is on the official plan holder list and to receive addenda as issued
during the advertisement period. No partial sets of bidding documents shall be issued. Bidders
must purchase the Contract Documents from the office of the Engineer in order to be eligible to
submit a bid.
Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the
Contract Documents, duly executed by the Bidder as principal and having as surety thereon a surety
company licensed to do business in the State of Georgia and listed in the latest issue of U.S.
Treasury Circular 570, in the amount of 10% of the Bid.
