Pursuant to N.C.G.S. 143-128 and 143-129 and city policy, sealed proposals endorsed "Ziglar Road Salt
Dome, FB2762" will be received by City/County Purchasing, City Hall, 101 North Main Street, Winston-
Salem, NC until the date and time listed above. The City reserves the right to reject any or all proposals.
Should less than three bids be received, the project will have to be re-advertised.
Bidders must be properly licensed as required by Chapter 87 of the North Carolina General Statutes. 100%
Performance & Payment Bonds will be required of the awarded contractor.

contents of the Bidding Documents. Bid documents can be obtained by contacting TaWanna Gates.
This is for the construction of a covered salt storage dome off Ziglar Road in Winston-Salem, NC and the
related site improvements needed. Work includes clearing, minor demolition and well abandonment;
grading; storm drainage; erosion control; concrete and asphalt paving; site landscaping; chainlink fences
and gates; and electrical service for the salt dome.

A MANDATORY pre-bid conference will be held at 1:00 PM, September 16, 2026 via Microsoft
Teams. Contact tawannag@cityofws.org for the meeting link.
The purpose of this conference is to summarize the scope of work involved and to explain the City's bid
process related to this project. Staff will be present to answer questions. The City will not consider bids
from companies who do not have a representative present at the pre-bid and/or who fails to record their
attendance on the sign-in sheet.
