Overview

Summary

The City of Pueblo is requesting proposals from qualified Consultants to provide part- time services as a Public Works Energy Coordinator (Coordinator) under a contracted arrangement. The Consultant/Coordinator will play a key role in supporting local greenhouse gas (GHG) reduction initiatives in compliance with the Colorado Energy Office (CEO) Statement of Work and all related grant and regulatory requirements.

Background

The City of Pueblo is embarking on an ambitious effort to strengthen its local capacity to tackle greenhouse gas emissions and advance its sustainability goals by utilizing federal and state grant support. As the region faces evolving regulatory requirements, a complex energy landscape, and growing community expectations for environmental leadership, the need for a dedicated and agile expert has never been greater. Success in this project means not just meeting compliance milestones or submitting reports, but building momentum for practical policy and program achievements that move the City of Pueblo visibly toward climate and energy targets. The winning approach will blend technical competence, strong collaboration with City staff and stakeholders, and proactive communication to ensure sustainability work resonates locally and with state/federal partners. The ideal Consultant will deliver measurable results, overcome implementation hurdles, and make the case for long-term investment in local energy leadership.
