APEX Accelerators are an official government contracting resource for small businesses. Find your local APEX Accelerator (opens in new window) for free government expertise related to contract opportunities.
APEX Accelerators are funded in part through a cooperative agreement with the Department of Defense.
The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract to Delphinus Engineering Inc. (Delphinus) for the procurement of the Victoria Class Bow Array (VCBA) during FY 2025-29. The anticipated contract will be awarded in fiscal year 2025. It is contemplated that the contract will have one base year and four option years.
The contractor must possess expert, in-depth technical expertise and knowledge of the VCBA design, encompassing all aspects of software and hardware integration. This includes a thorough understanding of the associated Technical Data Package (TDP) and the ability to seamlessly execute the program within a highly compressed timeframe to meet stringent international partner deadlines.
10 U.S.C 3204(a)(4) and 10 U.S.C 3204(a)(1) provide authority for NAVSEA to award the anticipated contract to Delphinus utilizing other than full and open competition. The VCBA International Partner has directed the United States to procure the VCBA from Delphinus; therefore Delphinus will be the sole source provider for the above efforts in accordance with 10 U.S.C 3204(a)(4). In addition, with respect to the option years, Delphinus is the only qualified source with the requisite technical expertise and knowledge to perform the VCBA effort without significant disruption to the program schedule; therefore Delphinus will be the sole source provider in accordance with 10 U.S.C. 3204(a)(1).
