Refuse Service for Ottawa and Erie County State Parks

Project Background Provide refuse service for Kelley’s Island, South Bass Island, Middle Bass Island, North Bass Island, Marblehead Lighthouse, Catawba Island and East Harbor State Parks. All monthly prices must include any fees - flat monthly charge per container. Ferry fees must be included in the flat monthly charges. All unused off-season containers will either be removed from property each off-season or relocated within property. Park will decide each Fall.

Haulers must complete the accompanying Excel spreadsheet and submit with the bid.

The term of this contract will be for 24 months, from July 1,2025 through June 30th of 2027.

Site Visit & Point of Contact
Prior to submitting a bid response, offerors are encouraged to visit or contact Kelley’s Island, South Bass Island, Middle Bass Island, North Bass Island, Marblehead Lighthouse, Catawba, and East Harbor State Park Managers. See above.
Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.

Evaluation. The contract will be awarded to the lowest responsive and responsible bidder as determined by the State.

Contract Award. The contract will be awarded to the lowest responsive and responsible bidder by low lot total.  Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.

Invoices shall be submitted after each monthly service is completed. Only per container fees to be submitted on invoices.

Contract(s) will be awarded to the lowest cost for lot total for all included parks together.

Suppliers must fill in and submit the provided spreadsheet to outline expected fees.

Recycling services are highly desired by DNR.  The availability of recycling service will not factor into the award of the contract, however if services are available they will be utilized if at all possible.
