Questions and Answers
1. The estimated LOE of 475 hours over the ~13-week period of performance (8/3–10/31/2026)
averages approximately 36 hours per week. Is this engagement expected to be exclusive, or
may the consultant take on other clients/projects concurrently during this period?
Answer: The engagement is not expected to be exclusive. The consultant may take on other
clients or projects concurrently, provided there is no actual, potential, or perceived conflict
of interest and the consultant remains available to complete the required deliverables
within the stated period of performance and estimated LOE.
Also, the actual LOE and period of performance may slightly differ from the RFP.
2. The RFP references a "proposed daily rate," but payment is based on LOE (hourly) tracking.
Could FHI 360 clarify how the daily rate should translate into an hourly rate for budgeting
purposes, and what number of hours per day should be assumed?
Answer: Please divide your daily rate by eight to get your hourly rate.
3. Is there a possibility of contract extension beyond 10/31/2026 if the outbreak response
continues, and if so, would that be handled under this same award or a new solicitation?
Answer: There is a possibility of extended engagement, dependent on funding and program
needs. Continued engagement may be handled under the same award, dependent on
scope changes and overall satisfaction with the chosen candidate.
4. The consultant is expected to work FHI 360 DC office hours (8am–5pm ET) but coordinate
with photographers, videographers, and country teams in DRC, Uganda, and Kenya
(UTC+2/+3). Are calls or coordination with country teams expected outside standard ET
hours, and if so, is that time factored into the estimated LOE?
Answer: The consultant may join calls from 7:30am ET but will generally not be expected to
work outside of business hours.
5. Does STRIDES/EpiC already have an existing digital asset management (DAM) system or
social media scheduling/analytics tool (e.g., SproutSocial, Hootsuite) in place, or is the
consultant expected to set one up from scratch?
Answer: The consultant will have access to the FHI 360 corporate digital asset management
system and SproutSocial account.
6. Will the consultant be provided with organizational licenses for Adobe Creative Cloud
and/or Canva, or is the consultant expected to use their own?
Answer: The consultant will be provided access to organizational licenses.
7. Does an existing Ebola response web page, brand/style guide, or social media content
calendar already exist, or is this being built from zero?
Answer: The consultant will be building on existing strategy and content.
8. Are the local photographers and videographers in DRC, Uganda, and Kenya already under
separate contract with FHI 360, or is identifying/engaging them part of this consultant's
responsibilities?
Answer: These individuals are already engaged with FHI 360.
9. Who currently owns/manages the relevant social media accounts (FHI 360 corporate,
STRIDES-specific, EpiC-specific, or country office accounts)? Will the consultant have
direct publishing access, or will they hand off finished content to another party for posting?
Answer: For FHI 360 accounts, the FHI 360 corporate communications team will support
publishing. For other accounts, the consultant will have direct publishing access.
10. What is the expected turnaround time for donor and/or U.S. Government clearance and
approval of content? This affects the feasibility of the proposed content calendar cadence.
Answer: Turnaround time and required approvals varies based on the content.
11. Who is the direct day-to-day point of contact/supervisor for this consultancy — a single
person on either the STRIDES or EpiC communications team, or does the consultant report
to both teams separately?
Answer: The consultant will report to the STRIDES Communications Advisor, with close
coordination with the Knowledge Management Director for Health Programs.
12. Is this role intended to be a solo consultant, or will the consultant be joining/supporting a
larger existing communications team?
Answer: The consultant will be supporting a larger team.
13. Who retains rights to edited photo/video assets and associated consent documentation
Answer: The Department of State will retain rights to all assets produced under Department
of State funding.
