Project Description: Sealed bids will be received by Penndel Mental Health Center, through the PennBid Program, until 3:00 PM on Monday, 17 November 2025. Bids will be opened electronically shortly after 3:00 PM.

Beginning Tuesday , 21 November 2025 electronic files of the Specifications will be available to prospective bidders, free of charge from PennBid https://pennbid.bonfirehub.com/portal/?tab=openOpportunities . All bids must be submitted utilizing the PennBid Program.
A pre-bid meeting will be held at Penndel Mental Health Center, at 430 Washington St, Morrisville, PA 19067 on Tuesday 4 November 2025 at 10:00 AM. It is recommended bidders attend this meeting.
If additional information is required concerning the meaning or intent of the Bidding Documents all questions must be submitted in writing through the PennBid Program by Thursday , 13 November 2025. Each bid must include Bid Security, a certified check, bank check or bid bond issued by a surety licensed to conduct business in the state of PA, in the amount of 5% of the total contract amount including all Add Alternates, payable to Penndel Mental Health Center. This Project falls under the Commonwealth of Pennsylvania Public Works Employment Verification Act, Act 127 of 2012, 43 P.S. § 167.1, which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. Penndel Mental Health Center reserves the right to reject any or all bids, waive any informality in any bid, to eliminate or reduce items or quantities, and exercise its judgment as to the comparative merit of the products and services offered. Award of the contract, if awarded, will be to the lowest responsible and responsive bidder. Penndel Mental Health Center does not discriminate on the basis of race, color, religion, sex or national origin.
The bidder is specifically advised that the project is receiving Community Development Block Grant (CDGB) funds pursuant to the Housing and Community Act of 1974 , as amended. Prospective bidders must comply with all applicable fair housing and civil rights requirements in 24 CFR 5.105(a), including, but not limited to, the Fair Housing Act; Title VI of the Civil Rights Act of 1964; Section 504 of the Rehabilitation Act of 1973; Title II and Title III of the Americans with Disabilities Act of 1990; and Section 109 of the Housing and Community Development Act of 1974. Compliance with Executive Order 11246 of September 24, 1965 entitled "Equal Employment Opportunity," as amended by Executive Order 11375 of October 13, 1967 and as supplemented in Department of Labor regulations (41 CFR Chapter 60); the Copeland "Anti-Kickback" Act (18 . 874) as supplemented in Department of Labor regulations (29 CFR part 3); Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327-330) as supplemented by Department of Labor regulations (29 CFR part 5).
In accordance with 24 CFR 24, no award of federal funds may be made to debarred or suspended applicants, or those proposed to be debarred or suspended from doing business with the Federal Government. Davis Bacon Does Not Apply to this Project
