Bidder Questions/Concerns and Department Responses:
Bidder Question: Are hydraulic spreaders required, or can we use electric
spreaders?
Department Response: Hydraulic spreaders are required in accordance with the
contract documents. Electric spreaders will not be permitted.
These revisions do not change bid items or the associated quantities.

Pre-Bid Meeting Minutes

• During the meeting, the entire contract was read through to ensure all attendees had a clear
understanding of the terms and requirements prior to bidding.
• It was stated that all required equipment must be fully prepared and ready for use no later than
September 30th. A dry run of operations is scheduled to take place during the week of October
5th – October 9th.
• The Division Maintenance Engineer confirmed that if a Contractor prepares their equipment
ahead of schedule and the equipment successfully pass inspection, they will be eligible to
receive the outfitting fee earlier than originally planned.
• It was clarified during the meeting that this is a 5-year non-renewable contract, subject to terms
and conditions outlined in the agreement.
• It was clarified that the 3 hours of compensation allotted for mobilization and demobilization
will be paid as a single combined total, rather than separately.
• Attendees were informed that, in the event of an extreme situation, state forces and/or the
National Guard may be operating within the project limits alongside contractors.
• It was clarified that the Engineer will determine the number of equipment units required for
each event, and that it is not guaranteed that all 10 pieces of equipment will be utilized every
time.
• It was confirmed that certified payroll documentation will not be required for this contract.
• NCDOT representatives will visit each contractor’s yard to conduct inspections of the equipment
to ensure compliance with contract requirements.

DEICING CHEMICAL SUPPLIES:
The Department of Transportation will provide all necessary deicing chemical materials and
abrasives necessary for snow and ice control operations. The Contractor’s equipment will be
loaded with deicing materials or abrasives in the same manner, and at the same locations as the
Department of Transportation’s equipment. The contractor shall return all unused materials to
the Department.
EQUIPMENT:
Equipment Complement
The Contractor shall provide the following types of equipment:
1. A minimum of 10 multi-rear-axle dump trucks, with operators, equipped with 12-foot
snowplow, tire chains, and 10-cubic-yard (minimum truck capacity) in bed material
spreader. (Spreaders, with tanks that allow the application of liquid chemicals at the
spinner, are required.)
a. A minimum of 10 trucks, as described above, will be assigned to the I-26 limits
described elsewhere in this contract.
2. A minimum of 2 graders, with operators, equipped with blades and tire chains. The
minimum blade length is 13 feet, and the maximum blade length is 15 feet. A 14-foot
blade is recommended. Minimum 150 HP rating required.
a. A minimum of 2 grader, as described above, will be assigned to the I-26 limits
described elsewhere in this contract.
3. A minimum of 3 loaders, with operators. Minimum 120 HP rating required. Minimum
2.5-cubic-yard bucket required.
a. A minimum of one loader, as described above, will be assigned to the County
Maintenance Yard, Polk, 151 Locust Street, Columbus, 28722.
b. A minimum of one loader, as described above, will be assigned to the Bulk Salt
Storage, US 25, 35.284103N 82.401278W.
c. A minimum of one loader, as described above, will be assigned to the County
Maintenance Yard, Henderson, 693 Mountain Rd Hendersonville NC 28791
