Project Description: Millcreek-Richland Joint Authority (MRJA) will receive bids for repairs to its gravity sewer system. Bids may be submitted and updated electronically via PennBid at https://pennbid.bonfirehub.com until Friday, November 21, 2025 at 5:00 PM. At that time bid submission on PennBid will be closed and bid results will be posted on the PennBid site. All documents and solicitation details are available any time and at no charge at https://pennbid.bonfirehub.com. Click on “Prepare Your Submission”. Awarding of the contract is anticipated to take place at the regular meeting of the MRJA on Monday, December 1, 2025.
The Work will include, but not necessarily limited to, the following:
1. Excavate and repair sewer lateral gaskets and liners in identified locations.
2. Excavate and repair sewer main sags in identified locations.
3. Excavation and repair of drop manholes.
The project will be constructed under one contract:
1. Contract 1 – General Contractor
A certified check or bid bond for the amount of 10% of the total bid shall be required. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.
Interested bidders need to register at the PennBID web-site. Once registered, bidders can obtain all project documents and submit and update their confidential bids online. Questions pertaining to the project shall be submitted online via the “Ask a Question” feature in PennBID website, however, any and all questions received after 4:00 PM on November 14, 2025 regarding the project will not be acknowledged. A pre-bid conference will not be held.
Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency or other cause, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. Bids may not be withdrawn during this period. See Instructions to Bidders for other provisions on the time available for acceptance of Bids. All Bidders must bid on all items listed on the Bid Form and on each bidding alternative. The successful Bidder shall be required to furnish performance and payment bonds in the amount of 100% of the Contract Price. The successful Bidder shall complete the project within 120 calendar days of receipt of the Notice to Proceed.
This contract is subject to the following: the Pennsylvania Prevailing Wage Act conditions; the Federal Occupational Safety and Health Act of 1970 (OSHA) conditions; the Pennsylvania Act 229 of 2002; the Pennsylvania One Call Act, also known as the Underground Utility Line Protection Law, Act 287 of 1974, as amended; the Pennsylvania Human Relations Act 222 Conditions; and the non-discrimination in Employment/Contract Compliance Regulations Conditions.
Bidders are advised that each bidder is required to submit, with their bid, a Non-Collusion Affidavit in the form contained in the Bidding Documents in accordance with the Pennsylvania Anti-Bid Rigging Act.
Bidders are advised that each bidder is required to complete and submit, with their Bid, an Experience Questionnaire in the form contained in the Bidding Documents.
Contracts for work under this bid will obligate the contractor and subcontractors not to discriminate in employment practices, and Bidder is required to complete and submit, with their bid, a Non-Discrimination Affidavit in the form contained in the Bidding Documents.
Bidders should refer to the provisions of all federal and state statutes, rules and regulations regarding the prevention of environmental pollution and the preservation of public natural resources that affect the project, and bidders will be required to comply with all such statutes, rules and regulations.
The Owner reserves the right, at its option, to waive any informalities, irregularities, defects, errors or omissions in any or all proposals and to reject any or all proposals.
