The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm fixed price contract with Smiths Detection, Inc., 2202 Lakeside Boulevard, Edgewood, Maryland 21040 for the purpose of procuring BioDisc-E General Format Discs used exclusively with the FBI-owned Smiths Detection Mail Guard Pathogen Detection System. The BioDisc-E consumables are proprietary components engineered specifically for use with the Smiths Detection Mail Guard Pathogen Detection System currently deployed by the FBI. The system hardware, software, calibration methodology, and detection algorithms are designed to operate only with Smiths Detection manufactured discs. No third-party consumables are authorized, validated, or certified for compatibility with the system. The Government intends to negotiate with only one source under the authority of FAR 6.103-1.
This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and/or capabilities statement to this requirement by contacting (Contracting Officer Ricardo Tiggle via email only at rtiggle@fbi.gov, no later than 9:00am on 6/13/2026. Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered. Information received will be used solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
