Separate sealed bids for the construction of W.O. 26-01, Contract 2: 2026 Sewer Main Replacement will be received by the Billings City Clerk, 316 N. 26th Street, Billings, MT 59101, P.O. Box 1178, Billings, MT 59103, or For security reasons, you must enable JavaScript to view this E-mail address. until 2:00 p.m. local time on Tuesday, June 2, 2026, and then publicly opened and read aloud.  The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government.


The project consists of the following major work items:


Schedule 1: Open Cut

The schedule 1 project area generally includes the three alleys south of Broadwater and west of 24th Street West, and the alley between Jackson St and Monroe St from State Ave to Orell Dr. The work in schedule 1 generally includes open cut 8-inch sanitary sewer main, manholes, service reconnections, and associated work.


Schedule 2: CIPP

The schedule 2 project area generally includes the two mains in Grand Ave from Virginia Ln to Division St, the sewer main between Daylis Stadium and Pioneer Park, the sewer main adjacent to Normal Ave, Lake Elmo Dr from Main St to Bench Blvd, and sewer main along Jim Dutcher Trail. The work in schedule 2 includes 8-inch, 18-inch, 21-inch, 36-inch CIPP lining, service reinstatements, and associated work.


Schedule 3: Manhole Rehabilitation

The schedule 3 project area generally includes manholes located along the frontage road near South Billings Blvd, near the intersection of King Ave and 24th St West, downtown Billings, Briarwood, and west of Main St along the Alkali Creek Trail. The work in schedule 3 includes the rehabilitation of manholes by use of spray on lining.

The plans, specifications and the official plan holders list may be examined through QuestCDN for no charge. In addition, the Drawings and Project Manual may also be examined at www.montanabid.com . Contractors submitting a bid must be on the Engineer’s plan holders’ list, which requires purchasing the contract documents from QuestCDN.


There will be a non-mandatory Pre-Bid Conference at the office of Public Works – Beartooth Conference Room, 316 N. 26th Street – 5th Floor, Billings, MT 59101 at 1:00 P.M. on Wednesday, May 20, 2026. Interested Contractors are encouraged to attend.


CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011.  Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana.  The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.


Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid.  Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount.  Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.  Bids submitted via email shall have the bid bond scanned and included with the bid.  Bids submitted via mail or hand delivered shall have any of the bid securities included.


No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, Tuesday, June 2, 2026.
