PAY AND PENSION SYSTEM (SENATORS)

I.        The Senate of Canada (Senate) is seeking to establish a contract with an external Supplier a contract for the provision of a pay and pension system for the senators, as defined in Annex “A” - Statement of Work), for three (3) years from the date of contract award, with the option to renew for up to four (4) additional one-year periods.

II.        The current pay system, which has been in use for over 20 years, is now at its end life. It is a basic system lacking the capability to perform required calculations, necessitating significant manual intervention to ensure the accuracy and timeliness of payments to senators and retired senators. Although the current vendor continues to support the system, no updates or major improvements are planned. The Senate seeks a modern pay system that offers automation and advanced functionalities, including an employee portal for viewing pay and tax slips.

III.        The objective of this Request for Proposal (RFP) is to solicit proposals from qualified vendors for the design, development, implementation, and delivery of a modern and secure pay system.

IV.        The Senate of Canada budget amount for the implementation is 30,000$ dollars and 45,000$ dollars for the annual maintenance and support.

A contracting officer can use limited tendering for specific reasons outlined in the applicable trade agreements. The reason for this contract is described below:
