The Wastewater Capacity Improvements Project consists of the construction and replacement of sanitary sewer infrastructure within Basins 4 and 6 in the City of St. Helens. The project is intended to increase system capacity, improve reliability, and address existing conveyance deficiencies in key portions of the collection system.

Work includes installation of approximately 12,449 linear feet of new sanitary sewer pipe of varying diameters, including 10-inch, 12-inch, 15-inch, 18-inch, 24-inch, 27-inch, and 28-inch pipe. Pipe materials include PVC and HDPE. Portions of the work will be constructed using trenchless methods, including installation of the 24-inch PVC pipeline and approximately 1,564 linear feet of 28-inch HDPE pipe. The project also includes a trenchless crossing beneath an active railroad.

Additional improvements include rechanneling 18 existing manholes and installation of 49 new manholes. Associated utility and surface restoration work includes approximately 150 linear feet of water line relocation, 383 linear feet of storm drainage pipe replacement, trench backfill, asphalt paving, sewer system testing, and restoration of disturbed landscaping and surface features.

A portion of the work occurs within the U.S. Route 30 right-of-way and will require coordination with and inspection by the Oregon Department of Transportation.

This project is funded in part through the Clean Water State Revolving Fund (CWSRF). As such, the Contract Documents include federally required provisions. Contractors shall comply with all applicable CWSRF requirements, including but not limited to federal labor standards (including Davis-Bacon wage requirements), American Iron and Steel (AIS) provisions, and applicable environmental and reporting requirements.

A Mandatory Pre-Bid Conference will be held in the Columbia Room at the City of St. Helens City Hall at 265 Strand Street, St. Helens, Oregon 97051 on April 29, 2026, 2:00 PM to provide prospective bidders with the opportunity to visit the site and ask questions relating to bidding or constructing the work under this Contract.

Bids are due and will be publicly opened and read at 1:00 P.M. Tuesday, May 12, 2026 in the Columbia Room at the City of St. Helens City Hall at 265 Strand Street, St. Helens, Oregon 97051.

Project costs are estimated between $22 million and $24 million.

Notice is hereby given that Sealed Bids for furnishing all materials, equipment, labor, and services for the
WASTEWATER SYSTEM CAPACITY IMPROVEMENTS BASINS 4 AND 6, Project No. S-679 for the City of St. Helens
(City) will be accepted by the City Administrator at St. Helens City Hall, 265 Strand Street, St. Helens, Oregon until 1:00
pm May 12, 2026. All bids received on or before this date and time and in proper form will be publicly opened and
read in the City Hall Council Chambers at the time set forth above as the deadline for receipt of bids, and thereafter bid
documents, shall be made available for public inspection. Bids received after this date and time will not be considered.
First-tier Subcontracting Disclosure forms, per the instructions to bidders, are due within two (2) working hours after
the bid submission deadline.
Prequalification of Contractors and/or Subcontractors is is not required.

visit the site and ask questions relating to bidding or constructing the work under this Contract. If deemed appropriate
by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of
an addendum issued to all plan holders
The General Character of the Work under this Contract is for the: The project consists of construction of new
sanitary sewer pipe or sanitary sewer pipe replacement in Basins 4 and 6 in St. Helens, Oregon. The lengths of new
sewer pipe are 33 feet of 10-inch PVC, 3,098 feet of 12-inch PVC, 1,340 feet of 15-inch PVC, 1,822 feet of 18-inch PVC,
1,443 feet of 24-inch PVC, 2,629 feet of 27-inch PVC, and 2,084 feet of 28-inch HDPE Pipe. The 24-inch PVC pipe and
1,564 feet of the 28-inch HDPE sewer pipe will be completed using a trenchless method. This includes one boring under
a railroad. Associated work includes rechanneling 18 existing manholes and installing 49 new manholes, 150 feet of
water line relocation, 383 feet of storm pipe replacement, backfill and asphalt paving of trenches, sewer testing, and
restoration of landscaping and structures within the sewer improvement area. Work includes new sewer pipe within
Highway 30 right-of-way requiring coordination and inspection with Oregon Department of Transportation (ODOT).

by special order at St. Helens City Hall 265 Strand St, St. Helens, OR for a nonrefundable fee of two hundred and seventy
dollars ($270.00) per set. If ordered by mail, add a one hundred and fifty dollar ($150.00) processing and mailing
charge. Plans may also be downloaded at no cost on the City’s website at https://www.sthelensoregon.gov/rfps.
Bids shall only be considered valid if Bidder is included on the City’s Official Plan Holder List. The purchase of
project Plans and Specifications from the City will place the Bidder on the Official Plan Holder List. Bidders who
download project Plans and Specifications or acquire them from a from a plan center must contact the City at (503)
397-6272 and request to be placed on the Official Plan Holder List for a nonrefundable fee of ten dollars ($10.00).
