1. Project Overview
The Town of Surfside Beach is requesting proposals for Special Inspections and
Construction Materials Testing services for a new single-story courthouse & council
chambers project located in Surfside Beach, SC. The project will be constructed in
accordance with the 2021 edition of the International Building Code with SC
modifications.
2. Scope of Services
The selected Special Inspection Agency will provide qualified, certified inspectors and
testing technicians in accordance with IBC Chapter 17. The scope includes, but is not
limited to, Special Inspections and testing for the following categories:
Soils: Subgrade inspection, foundation verification, and field/laboratory
compaction testing.
Concrete: Cast-in-place, precast, reinforcement inspection, and compressive
strength testing.
Masonry: Verification of materials, mortar/grout sampling, and masonry
construction inspection.
Structural Steel: High-strength bolting, welding inspection (UT/MT/VT), and steel
fabrication.
Wood Construction: Pre-fabricated trusses, shear wall nailing, and anchorages.
Fireproofing/EIFS: Sprayed fire-resistant materials and exterior insulation
finishing systems.
3. Contractor Responsibilities
The Agency shall coordinate all site visits directly with the General Contractor. All non-
compliant work or discrepancies shall be reported immediately to the Contractor for
correction, followed by formal documentation to the Owner and the Engineer/Architect of
Record.
4. Deliverables & Reporting
The selected Agency will be responsible for:
Submitting interim/field inspection reports within [e.g., 24] hours of the inspection.
Maintaining all field reports in a job site binder.
Providing a Final Report of Special Inspections documenting all testing,
inspections, and correction of discrepancies, required prior to the issuance of the
Certificate of Occupancy.
5. Bidder Requirements
Proposals must include:
Proof of Accreditations: Copies of licenses, ICC certifications, and AWS/NDT
credentials for all proposed Special Inspectors.
Firm Qualifications: A summary of similar projects completed in the Coastal
South Carolina area.
Fee Schedule: Estimated total costs and time frame. A breakdown of rates,
including standard unit rates for field technician hours, project management, and
laboratory testing should additional hours or services be required.
