Box 99, 200 East 4 th Street, Woodbine, GA 31569 no later than2 p.m. on Thursday, June 4, 2026referencing Railroad Crossing Replacement Naval Base Kingsbay #P26-4200-07, at which time they will be opened and proposers name publicly read.  No proposal shall be withdrawn after the closing time for a period of one hundred and twenty (120) days.

NOTICE TO PROPOSERS
The Camden County Board of Commissioners is seeking proposals to furnish all labor, equipment,
and materials for conducting railroad crossing replacement on the Naval Base Kings Bay.
SUBMISSION: One (1) original and two (2) copies of required proposal document must be submitted in a
sealed envelope marked “RAILROAD CROSSING PROJECT Naval Base Kings Bay- USS Samuel
Houston Proposal #P26-4200-07”, mailed or dropped off at the address below.

The proposal opening will be conducted in person on June 4th, 2026 at 2:00PM, in the historic court room,
located at 200 East 4th Street, Woodbine, GA 31569. Proposal prices will not be read.
Proposals will be accepted at the above address and email address until the time and date specified above, and
immediately after will be publicly opened and contractor names only will be read aloud.
Proposals received after the required time or in any other location other than the Purchasing Office will not be
accepted. Camden County will not be held liable for misdirected deliveries nor deliveries that are late due to
shipping carrier. Faxed submissions will not be accepted.
All proposals submitted in response to this request shall become the property of Camden County and will be a
matter of public record available for review after award.
Proposals may be withdrawn by written request only if the request is received prior to the time and date set for
the opening proposals. Negligence on the part of the proposer in preparing the proposal confers no right of
withdrawal or modification of the proposal after it has been opened. No proposal may be withdrawn for a
period of Ninety (90) days after the time and date of opening of proposals.
QUESTIONS: regarding this project must be emailed to bids@camdencountyga.gov. All questions shall be
received by May 26th, 2026 and answered by May 28th, 2026.
BONDS: The successful proposer will be required to furnish a Performance Bond and Payment Bond, on or
before the issuance of Notice to Proceed, each in the amount of 100% of the Contract Amount. All other required.
Contract Documents must be fully completed and executed by the Contractor and his/her Surety, and submitted

to the Owner on or before the issuance of Notice to Proceed. The Owner reserves the right to reject any or all
bids, to waive informalities and to re-advertise, pursuant to federal and state law.
SCOPE OF WORK
Contractor will provide all labor, materials, equipment, supervision, and incidentals for the purpose of the
railroad crossing replacement on King’s Bay Naval Base located in St. Mary’s, GA. Scope of Work will
include the removal and replacement of two (2) 81’ precast concrete railroad crossings. Existing crossings are
Century precast and equal type to be furnished and installed utilizing the existing rails and newly supplied
materials listed below. All work to be done in accordance with the Georgia Department of Transportation
Standard Specifications Construction of Transportation Systems, Current Edition (2021), Supplemental
Specifications and Special Provisions for all bid line items to include. Weblink address indicated below.

Project Scope is as follows:
Ten-foot (10’) asphalt approaches at each crossing will be removed by the County before contractor
begins work.
Disassembly of joint bars on both sides of existing 115lb rails and remove from excavation site.
o Inspect rails for defects upon removal and plan to reuse 115lb. rails.
Remove existing 115lb. precast concrete crossings, tie plates, spikes, bolts, anchors, and ballast.
o County will haul all spoils from jobsite to County landfill.
Excavate track bed to a depth of 18” below bottom of the rail. Include approx. 40 tons of ABC crusher
run for each crossing to help sub ballast reach 95% compaction.
o Contractor to purchase ABC and County will haul material to site.
Proof roll sub ballast and achieve approval prior to rebuilding track.
Furnish and install all new 10’ cross ties for each 81’ crossing and extend two ties beyond edge of
crossing.
Furnish and install good 115lb. relay 8-hole double should tie plates, new drive on 115 lb. anchors, new
prime spikes, new bolts, 6” railroad ballast and lock washers.
Furnish and install approx. 50 tons of new clean railroad approved ballast for each railroad crossing.
o Contractor to purchase ballast and County will haul material to site.
Construct the track using the existing rails and newly supplied materials listed above at the existing
alignment and existing top of rail elevation. Contractor to provide any additional staking required.
Furnish and install 81’ of Omega Precast Concrete Crossing at each crossing or approved equivalent.
County will install ten-foot (10’) concrete approaches at each crossing.
All road closures and detours will be handled by the County.
o Road will be closed for the entire duration of the crossing replacement.
Clean up work site when finished, including regrade, reseed, and fertilize any disturbed areas.
See Appendix A for Details & Drawings
Laydown areas for equipment and materials will be available for the contractor on the base.

* Background Checks will be required for any person accessing the base. There will be a process to
follow prior to beginning work and some of the work will require to enter the base and go through
security gates each day.
**Coordination with Camden County Public Works Director and Base Security is going to be critical,
especially work performed around the security gates.
***Work Schedules may be flexible to include night or weekend work to work around traffic patterns.
SPECIFICATIONS
1. Work under this contract consists of furnishing all labor, material, tools, equipment and incidentals
necessary to perform the railroad crossing replacement on USS Samuel Houston Road. The contractor
shall provide and manage personnel who are to perform and complete the construction as specified herein
to ensure that work is done in a safe, effective, and timely manner.
2. Contract requirements: Contractors submitting bids shall certify in writing and submit with their bid that
they possess or will possess all necessary equipment and personnel to fulfill the terms of the contract and
be ready to begin upon award of authorized contract.
3. Personnel Requirements:
a. Supervisor – The contractor shall have a competent and experienced supervisor/foreman on duty
at all times when work is being performed under this contract.
b. Crew – The contractor shall at all times provide staff and staffing levels able to perform the work
in accordance with this contract.
c. Dress Code – The minim dress code for contractor personnel for this contract shall be a clean and
complete outfit, including pants, work boots, shirt and high visibility safety vest.
d. All personnel working on base will be required to have a background check through Naval Base
Kings Bay prior to work on the base.
4. Equipment:
a. The equipment used shall be of sufficient type, capacity, and quantity to safely and efficiently
perform the work specified in this contract. Equipment utilized by the contractor shall meet the
following requirements:
i. All equipment shall be equipped with all necessary lighting and flags to provide for a safe
operation.
ii. The equipment used by the contractor shall provide for a quality job at all times.
iii. Support vehicles, such as pickups and service trucks, shall be contractor equipped with a
minimum of one (1) revolving or strobe type light with amber lens.
5. Safety and Traffic Control Requirements:
a. Equipment or materials moved on or across the traveled way at other times shall be done in
a manner as not to unduly interfere with traffic.

b. The contractor shall, at all times, conduct his work so as to ensure the least possible
obstruction of traffic. The safety and convenience of the general public and the residents along
the roadway and the protection of persons and property shall be provided for by the contractor as
specified in the State of Georgia, Department of Transportation Standard Specifications Sections
104.05, 107.09 and 150. In the event of an emergency situation, the Contractor shall provide access
to emergency vehicles and/or emergency personnel through or around the construction area. Any
damaged by such an occurrence will be repaired by the Contractor at no additional cost to the
County.
c. All scheduled operations shall be performed during the hours of daylight (unless approved by the
County Public Works Director or its delegate).
d. The contractor shall not allow any debris to be thrown onto or remain on any road surface
or ditch by the equipment or contractor personnel.
e. Contractor equipment shall be parked in a safe location so as not to interfere with traffic.
f. The contractor shall suspend operations if weather conditions are such that operations cannot be
carried out in a safe and effective manner.
g. The contractor shall notify the Public Works Director, in writing, of any accident that involves the
contractor while fulfilling this contract.
h. In the event that any damage occurs during and is caused by the equipment used for the project,
the contractor will be required to repair or replace the damaged item with a like item at the
contractor’s expense.
6. Quality Acceptance:
a. For the purpose of inspection and control, the Public Works Director or his delegate will monitor
the contractor’s progress and performance as work is performed.
b. Restoration and clean-up work shall be performed daily. Operations shall be suspended if
the contractor fails to accomplish restoration and clean-up within an acceptable period of
time. Any existing or new debris shall be removed from gutters, sidewalks, yards, driveways, etc.
within the project limits. Failure to perform clean-up activities may result in suspension of the
work.
7. Guarantee of work
a. Except as otherwise specified, all work shall be guaranteed by the contractor against defects
resulting from the use of inferior materials, equipment or workmanship for one (1) year from the
date of final acceptance.
b.
INSURANCE REQUIREMENTS
The Contractor must agree to maintain Workers’ Compensation and liability insurance for a minimum of one
million dollars ($1,000,000) to protect the County from liability claims for damages because of bodily injury,
including death, and from liability for damages to property. The contractor will furnish a certificate of said
insurance to the Camden County Board of Commissioners before beginning the work or with submission of
proposal if listed as part of the required documents.
