Predecessor Contract
Process

This project will involve consultation and review appraisal of three (3) tracts (see attachments). The Division of Forestry may choose to contract with separate field appraisers for each tract.

The Review Appraiser will fulfill the expectations as detailed in the attached Appraisal Roles and Responsibilities document, specifically Section B.

The review appraisal must meet any requirements as outlined in the May 2017 USDA Forest Legacy Program Implementation Guidelines. In particular, those detailed in Section 16: Appraisal and Appraisal Review.

The review appraisal must be completed by a qualified review appraiser as outlined in the May 2017 USDA Forest Legacy Program Implementation Guidelines. Namely:
a.
“Be a staff appraiser for a Federal land acquisition agency who is certified as a general appraiser in compliance with OMB Bulletin 92-06, and holds specific delegated authority to review and approve or recommend appraisals for agency use; or be a non-Federal staff or fee appraiser who is certified as a general appraiser in the State where the appraised property is located, or can obtain reciprocity or a temporary practice permit in the State where the appraised property is located.”
b.
“Be competent to perform the appraisal review in compliance with the Competency Rule of the USPAP.”
c.
“Have completed training in application of the current edition of UASFLA (Yellow Book) approved for appraiser education credit in the State where the appraiser is certified.”
5.
The winning bidder must have a Unique Entity ID in Active status through SAM.gov in order to receive payments. The bidder does not need to be a fully Registered Entity.
