Project Description: The Mount Joy Borough Authority will receive sealed bids online for the Construction Department Shop Renovations project. Bids may be submitted and updated online until 10:00 AM on November 10, 2025. All documents and solicitation details are available any time at www.PennBid.bonfirehub.com.
A mandatory pre-bid meeting will be held on October 16, 2025 at 10:00 AM at the site located at 134 N. Market Ave. Mount Joy, PA 17552.
A certified check or bid bond for the amount of 10% of the total bid shall be required. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.
Interested bidders need to register at the PennBID web-site. Once registered, bidders can obtain all project documents and submit and update their bids online.
Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. Bids may not be withdrawn during this period. See Instructions to Bidders for other provisions on the time available for acceptance of Bids. All Bidders must bid on all items listed on the Bid Form. The successful Bidder shall be required to furnish performance and payment bonds in the amount of 100% of the Contract Price. The successful Bidder shall substantially complete the project within 120 calendar days of receipt of the Notice to Proceed.
This contract is subject to the following: the Pennsylvania Prevailing Wage Act conditions; the Federal Occupational Safety and Health Act of 1970 (OSHA) conditions; the Pennsylvania Act 229 of 2002; the Pennsylvania One Call Act, also known as the Underground Utility Line Protection Law, Act 287 of 1974, as amended; the Pennsylvania Human Relations Act 222 Conditions; and the non-discrimination in Employment/Contract Compliance Regulations Conditions; requirement of a Non-Collusion Affidavit; and the Pennsylvania Public Works Employment Verification Act, 43 P.S. 167.1-167.11. The Mount Joy Borough Authority reserves the right to accept or reject any or all Bids.
