Description

This Special Notice is to advise interested members of the Training and Readiness Accelerator II (TReX II), as well as other interested members within the U.S. technology base, that a Request for Solutions (RFS) has been issued by Advanced Technology International (ATI) for TREXII-25-08 Javelin Tactical Trainer (JTT)



The purpose of the Training and Readiness Accelerator II (TReX II) is to spur innovative development, demonstration, and expedited delivery of prototypes to increase Warfighter readiness via modeling, simulation, education/training, experimental validation, and military readiness focused projects. A consortium has been established to develop prototypes directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense (DOD), or to improvement of platforms, systems, components, or materials in use by the Armed Forces. This Request for Solutions (RFS) is issued under the Training and Readiness Accelerator II (TReX II) OTA in support of the Program Executive Office for Simulation, Training, and Instrumentation (PEO-STRI).



The Javelin is a medium range, imaging infrared, man portable, fire and forget antitank weapon system developed for the U.S. Army. Javelin is composed of two major items: a reusable Command Launch Unit (CLU) and a missile sealed in a disposable Launch Tube Assembly (LTA). The CLU provides for battlefield surveillance, target acquisition, missile launch, and damage assessment. The missile functions in either Top Attack (TA) (the normal mode of operation) or Direct Attack (DA) (mode used for engaging targets under cover). Javelin Weapon System’s current training devices include the Basic Skills Trainer (BST) and Field Tactical Trainer (FTT). The BST is the primary computer-based indoor trainer and uses computer-generated exercise scenarios to train and qualify Javelin gunners. The FTT is a fully integrated, three-dimensional Force-on-Force (FoF) training device consisting of a student station and instructor station. The student station uses the tactical CLU connected to a simulated Javelin round that contains a Multiple Integrated Laser Engagement System (MILES) transmitter. The instructor station consists of a backpack assembly that contains a video camera recorder and a battery to permit the instructor to monitor and record gunner activity during training. The FoF trainer system replicates a complete engagement sequence by the Javelin Weapon System and accurately represents the hit capability of the operational system.



The FTT is rapidly becoming obsolete, has reliability issues, and is incompatible with the new Light Weight Command Launch Unit (LWCLU). The Javelin Tactical Trainer (JTT) prototype shall become the obsolescence solution for Javelin FoF training.



Desired Objectives



The Javelin Tactical Trainer (JTT) will replace the FTT, compatible with the Light Weight CLU and is backward compatible to the Block 1 and Block 0 CLUs. JTT includes a student station (SS), Javelin Maintenance Support Device (JMSD), and a transit case. The student station is the combination of a Simulated Round (SR) mated to a tactical CLU. The JMSD is a Windows device that houses the Javelin Maintenance Support Application (JMSA) which permits maintainers to perform tests and access logs. The JMSD interfaces with the JTT SR through a single detachable depot cable. The JTT shall utilize the Integrated Multiple Integrated Laser Engagement (I-MILES), with expansion capability to encompass the United Kingdom laser requirements. The system shall be designed in a manner to support future capability growth.



Please note that any projects awarded in response to the RFS will include the following statement relating to the potential for follow-on production:



"In accordance with 10.U.S.C. 4022(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or non-procurement transaction without the use of competitive procedures."

Membership in the TREX II consortium is granted only after a thorough vetting and interested parties are advised to begin that process immediately in order to attain membership before this RFS closes.
