This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation, an obligation or commitment by the Indian Health Service.



This notice is intended strictly for market research to determine the availability of Indian Economic Enterprises (IEE).



Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The anticipated applicable NAICS code for this acquisition is 812320, Drycleaning and Laundry Services (except Coin-Operated). This industry comprises establishments primarily engaged in one or more of the following: (1) providing drycleaning services (except coin- or card-operated); (2) providing laundering services (except linen and uniform supply or coin- or card-operated); (3) providing drop-off and pick-up sites for laundries and/or drycleaners; and (4) providing specialty cleaning services for specific types of garments and other textile items (except carpets and upholstery), such as fur, leather, or suede garments; wedding gowns; hats; draperies; and pillows. These establishments may provide all, a combination of, or none of the cleaning services on the premises. Other relevant NAICS codes will be considered based on responses received.




  1. Background



The Mission of the Rosebud IHS is to provide the best possible healthcare services to the patients on the Rosebud Sioux Reservation in South Dakota. To meet this mission, the Rosebud IHS is requesting a Base Plus Four (4) Option Year, firm-fixed price, non-personal service contract to provide laundry services.




  1. Objective



    1. services include the collection and delivery of various types of laundry, which include rough dry, flat work, finished work, pillows, mops, rugs and dry cleaning of window drapes in accordance with the SOW and the FOCA "Fair and Open Competition Act".





3.0 Delivery Schedule:



A. Three deliveries per week requested, to be arranged between the contractor and the Service Unit Director and/or a designated representative of the Hospital.



B. The delivery days of the week, which the contractor will make collections and deliveries, will be Monday, Wednesday and Fridays prior to 12:00PM.

5.0 Period of Performance



5 Years after Award: 07/01/2026 – 06/30/2031



Base year: 07/01/2026 – 06/30/2027



Option Year 1 07/01/2027 – 06/30/2028

Option Year 3 07/01/2029 – 06/30/2030



Option Year 4 07/01/2030 – 06/30/2031



6.0 Administrative



Compensation – Billing will be at a fixed rate for all services.



Meetings/Conference Calls – The Contractor shall attend meetings or conference calls scheduled by the Contracting Officer’s Representative (COR) to address areas of concern and exchange information to ensure all contract requirements are being met. The COR shall be responsible for scheduling and coordination of all meetings and conference calls.



Equipment Failure – Any delays or downtime due to Contractor equipment failure shall be communicated to the COR or their designee as soon as possible via telephone or email. The Contractor shall not be penalized for delays due to Service Unit equipment failure or updates that are beyond the Contractor’s control (e.g., IHS server downtime).
