Project Description: The City of Kansas City, Missouri (the "City"), through its Housing and Community Development Department, invites qualified consulting teams to submit proposals to conduct an affordable housing nexus and financial feasibility study.
The selected consultant will evaluate three related housing policy tools:
1. The City's existing affordable housing Set-Aside/Payment-in-Lieu (PIL) requirements for qualifying residential developments receiving City incentives;
2. Potential residential housing impact fees applicable to new residential development; and
3. Potential nonresidential housing linkage fees applicable to commercial, industrial, and other nonresidential development.
The study shall distinguish between:
1. The maximum fees or obligations supported by the applicable nexus analyses; and
2. The fee or obligation levels that development can reasonably absorb based on financial feasibility.
The consultant shall also conduct a limited geographic equity assessment to evaluate whether recommended policies could have materially different effects across Kansas City market areas, including potential impacts on displacement, concentration of poverty, neighborhood stability, housing opportunity, and development patterns.
The final study shall provide the City with technically defensible, financially feasible, and administratively practical policy options.
