Solicitation Description:

The Texas Workforce Commission (TWC) is seeking proposals from qualified speakers for a keynote

presentation for Texas Rising Star Early Educator Conferences. TWC will be hosting four (4) Texas

Rising Star Early Educator Conferences in 2026. The audience will be comprised of early childhood

professionals including child care and early learning administrators (owners & directors) and early

childhood teachers (child care staff) who work in Texas Rising Star-certified facilities. PHS will

administer the procurement process for this Solicitation, which includes Solicitation publication,

handling of communications from vendors, as well as managing the receipt of Proposals for review

and evaluation.
