Overview
The Fort Wayne Housing Authority (FWHA) is seeking qualified and experienced
contractors to provide professional pest control services across designated
residential properties and administrative facilities.
FWHA manages a portfolio of residential units and facilities within Fort Wayne,
Indiana. The Authority requires a contractor capable of delivering reliable,
responsive, and high-quality pest control services, including routine treatments,
inspections, and specialized services as needed.
This solicitation is being issued as a Request for Qualifications (RFQ) utilizing a Best
Value procurement method. The contract will be awarded to the firm whose
qualifications, experience, approach, and pricing are determined to be most
advantageous to FWHA.
Project Objectives
The primary objectives of this contract are to:
• Maintain a pest-free environment across all applicable FWHA properties
• Provide consistent, effective, and proactive pest control services
• Address pest-related issues quickly and efficiently to minimize impact on
residents
• Ensure all treatments are safe, compliant, and appropriate for residential
environments
• Support FWHA in maintaining compliance with HUD standards and local
health requirements
• Establish a reliable partnership with a contractor capable of meeting both
routine and emergent service needs
Scope of Services
General Description
The Fort Wayne Housing Authority (FWHA) is seeking a qualified contractor to
provide comprehensive pest control services across designated residential
properties and administrative facilities.
The Contractor shall provide all necessary labor, supervision, equipment, tools, and
EPA-approved materials required to perform pest control services. Services shall
include routine inspection, treatment, prevention, and eradication of pests, as well
as specialized services such as bed bug remediation and response to emergent
pest issues.
All services shall be performed in a manner that promotes safe, sanitary, and
habitable living conditions for residents while minimizing disruption to occupants
and staff.
General Requirements
The Contractor shall:
• Provide routine pest control services on a scheduled basis, as determined by
FWHA
• Conduct regular inspections to identify existing or potential pest issues and
recommend preventative measures
• Identify, treat, and prevent common pests including, but not limited to,
rodents, ants, cockroaches, spiders, and other typical infestations
• Provide bed bug inspection, treatment, and follow-up services to ensure
effective elimination
• Provide clear preparation instructions and coordinate with FWHA staff and
residents for bed bug treatments, including pre- and post-treatment
requirements
• Respond to service requests for emergent or severe pest issues in a timely
manner
• Utilize integrated pest management (IPM) practices where feasible to
minimize chemical use and improve long-term effectiveness
• Maintain detailed service records, including treatment logs, chemicals used,
and observations
• Provide service documentation at each visit, including notices or logs
indicating date of service, treatment performed, and technician
identification
• Utilize only EPA-approved products appropriate for residential environments
• Ensure all staff are properly trained, licensed, and qualified to perform pest
control services
• Comply with all applicable federal, state, and local regulations regarding
pesticide use, handling, and safety
• Provide Safety Data Sheets (SDS/MSDS) and product specifications for all
chemicals used upon request or prior to application
• Maintain a service log or treatment record at each property location
documenting all services performed
• Coordinate all treatments with FWHA staff to ensure proper access,
notification, and resident safety
• Ensure all pest control applications do not interfere with other maintenance
activities or occupancy
Work Hours
Standard work hours shall be Monday through Thursday, 8:00 AM to 5:00 PM, and
Friday from 8:00 AM to 12:00 PM.
Routine services shall be scheduled in coordination with FWHA. The Contractor
may be required to perform services outside of standard hours when necessary to
address urgent or emergency situations, with prior approval from FWHA.
Service Frequency & Response Time
The Contractor shall provide pest control services in accordance with an agreed-
upon service schedule and response time requirements established by FWHA.
Routine Services:
Routine pest control services shall be performed on a regular schedule (e.g.,
weekly, bi-weekly, or as otherwise determined by FWHA) to maintain effective pest
prevention and control across all designated properties.
Preventative Treatments:
Preventative pest control treatments shall be performed periodically (e.g., semi-
annually or as directed by FWHA) to minimize the risk of infestation.
Response to Service Requests:
The Contractor shall respond to non-emergency service requests within one (1)
business day of notification, unless otherwise approved by FWHA.
Emergency Services:
The Contractor shall respond to emergency or urgent pest control issues within
twenty-four (24) hours or sooner as required by FWHA.
Bed Bug Services:
Bed bug inspections and treatments shall be scheduled promptly upon notification.
Treatments shall include all affected areas, furniture, mattresses, and related
surfaces as required.
Follow-up treatments shall be completed in accordance with industry standards
(typically within 10–14 days).
The Contractor shall be responsible for ensuring complete eradication through
appropriate follow-up services.
Missed or Incomplete Services:
Any missed or incomplete services must be corrected promptly at no additional
cost to FWHA.
Performance and Approval Requirements
All services must be performed in a professional and workmanlike manner and
completed to the satisfaction of FWHA.
The FWHA representative must review and approve all completed services prior to
authorization for payment.
The Contractor shall:
• Ensure all treatments are effective and that pest issues are resolved through
appropriate follow-up services
• Address any deficiencies or re-treatment needs promptly and at no
additional cost when required
• Provide clear communication regarding service completion, findings, and
recommendations
• Notify FWHA in advance of scheduled treatments and provide details of
services to be performed
• No additional services or charges shall be incurred without prior approval
from FWHA
• FWHA reserves the right to determine the severity of infestation and approve
corresponding treatment levels and costs
FWHA reserves the right to reject services that do not meet established standards.
Payment will not be issued for services that are incomplete or unsatisfactory.
