Project Description: Issuing Procurement Unit: State of Utah Division of Purchasing
Conducting Procurement Unit: Utah Army National Guard (UTARNG)
Professional Services Requested: Engineering Services for development and updates for the Spill Plan Countermeasure Control (SPCC) plans and Stormwater Pollution Prevention Plan (SWPPP) and programs, AST monitoring and regulations, site assessments and inspections, and other water quality research, support, monitoring, sampling, etc., to remain in compliance with state and federal regulations, amongst other responsibilities
The purpose of this RFSQ is to obtain statements of qualifications from companies. The intent is to award a contract under Utah Procurement Code 63G-6a Part 15 for the purchase of Design Professional Service Providers and Consultants. The vendor with the highest ranking will be selected to negotiate a contract at compensation determined to be fair and reasonable. If fair and reasonable compensation, contract requirements, and contract documents cannot be agreed upon with the highest-ranked vendor, the state may proceed with negotiations with the next highest-ranked vendor. Do NOT include pricing when you submit your qualifications.
Stage 1: Initial Review
In the initial phase of the evaluation process, the conducting procurement unit will review all proposals timely received. Non-responsive proposals not conforming to RFSQ requirements or unable to meet the mandatory minimum requirements will be eliminated from further consideration.
Stage 2: Technical Proposal Evaluation
Responsive proposals will then be evaluated by an evaluation committee appointed by the conducting procurement unit against the proposal evaluation criteria noted in the Technical Criteria prerequisite of this RFSQ. Proposals will be evaluated against the evaluation criteria as follows:
