Qualifications:

Please see the complete specifications at the end of this announcement under Related Documents. Bidders must provide proof of any licenses required to complete this project and must be permitted to do business in the state of Florida. All licenses must be current. Bidders MUST attend the MANDATORY pre-bid meeting in order for your bid to be considered. This meeting will be held on Wednesday, July 8, 2026, at 2:00 PM in the City Hall Commission Chambers located at 800 Seminole Road, Atlantic Beach, FL 32233. Bidders shall also complete a site visit to familiarize themselves with the scope of work and working conditions. Bidders must show proof of being in business for a minimum of five (5) consecutive years under the same name and tax identification number.

Special Requirements:

Please see the complete specifications at the end of this announcement under Related Documents. Bidders must show proof of a minimum of five (5) years of commercial landscape experience of the same scope and size, and $250,000 in annual receivables. Bidders must submit past project titles, owner of project and contact information, start and end dates, and a brief description of those projects completed within the past five (5) years.

Miscellaneous:

Bids shall be submitted in DUPLICATE with one (1) being an original and identified as such, and one (1) copy, and one (1) digital copy of the complete original, if requested. Please refer to the Submittal Instructions. Bids must be submitted as two (2) complete packets and delivered in one (1) envelope/package. The OUTSIDE of the delivered package must clearly state your company name, bid number, bid title, and bid opening date. This information MUST be shown on the OUTERMOST cover to clearly identify it as a bid upon delivery. Bids shall be submitted in a loose-leaf, unbound method. No portion of the bid will be stapled or bound. The City is NOT responsible for deliveries not received by any manner, e.g., USPS, FedEx, UPS, Courier, etc. All information included within this announcement is considered to be part of the bid specifications.

Notice is hereby given that the City of Atlantic Beach, Florida, will receive sealed bids,

submitted IN DUPLICATE, WITH ONE ( 1) EXACT DIGITAL COPY, at the Office of the

Procurement Manager, 800 Seminole Road, Atlantic Beach, Florida, 32233 until 2:45 p.m.

on Wednesday, July 22, 2026, for the MULTI- YEAR CONTRACT FOR LANDSCAPE

MAINTENANCE. The bids will then be opened in the Commission Chamber at City Hall,

800 Seminole Road at 3:00 PM.

Bids shall be enclosed in a sealed envelope endorsed “ RFB 2526- 14: MULTI- YEAR

CONTRACT FOR LANDSCAPE MAINTENANCE, TO BE OPENED WEDNESDAY, JULY

22, 2026.”

A Mandatory Pre-Bid Meeting will be held on Wednesday, July 8, 2026, at 2 PM at the

City Hall Commission Chambers, 800 Seminole Rd., Atlantic Beach, Florida 32233. At that

time, any bidder may ask questions concerning the project. Prior to the meeting, all

attend the Mandatory Pre-Bid Meeting for their bid to be considered.

Private Liability, and Property Damage Insurance during the life of the contract

6. Three ( 3) references from companies or municipalities for whom the bidder has

completed work during the past 12 months of comparable size and nature as this

project. However, naming the City of Atlantic Beach as a reference on past completed

projects is unacceptable.

8. Documentation of 5 years of commercial landscape experience, and $ 250, 000 in annual

receivables.

9. Company procedure program, outlining maintenance methodology, maintenance

personnel, weekly maintenance procedures and types of equipment utilized.

10. Proper certification and licensing by FDACS for all applicators employed or contracted

to apply pesticides, herbicides, or fertilizers.

11. Documentation of annual personnel training for Green Industry BMP Program and

Certification of urban landscape commercial fertilizer under Section 482.1562, F.S.

Bid prices must remain valid for ninety ( 90) days after the public opening of the bids. Goods

and services proposed shall meet all requirements of the Ordinances of the City of Atlantic

Beach, Florida.

The City of Atlantic Beach reserves the right to reject any or all bids or parts of bids, waive

informalities and technicalities, make award in whole or in part with or without cause, and to

make the award in what is deemed to be in the best interest of the City of Atlantic Beach.

A person or affiliate who has been placed on the convicted vendor list following a conviction

for a public entity crime may not submit a bid on a contract to provide any goods or services

to a public entity, may not submit a bid on a contract with a public entity for the construction

or repair of a public building or public work, may not submit bids on leases of real property

to a public entity, may not be awarded or perform work as a contractor, supplier,

subcontractor, or consultant under a contract with any public entity, and may not transact

business with any public entity in excess of the threshold amount provided in Section

287.017, for a period of 36 months from the date of being placed on the convicted vendor

list. ( Section 287.133(2)(a), FLORIDA STATUTES).

An entity or affiliate who has been placed on the discriminatory vendor list may not submit a

bid on a contract to provide goods or services to a public entity, may not submit a bid on a

contract with a public entity for the construction or repair of a public building or public work,

may not submit bids on leases of real property to a public entity, may not award or perform

work as a contractor, supplier, subcontractor, or consultant under contract with any public

entity, and may not transact business with any public entity. ( HB 2127).
