Submission Deadline:

The City of Abilene, Kansas, will receive sealed proposals until 4:00 p.m., Tuesday, July 7, 2026, at the Office of the City Clerk. Sealed proposals must be mailed or delivered to 419 N Broadway, Abilene, Kansas, 67410, and received no later than the submission deadline.

Submissions by email will not be accepted.

Project Overview:

The City of Abilene is requesting proposals from qualified contractors to inspect, evaluate, and provide a complete proposal for water damage remediation within the basement of the Abilene Public Library.

Due to the nature of the damage and the City's need to complete the project in a timely manner, the City has not prepared a detailed scope of work. Instead, proposers are expected to rely on their professional expertise in evaluating the site and developing their recommended approach. Differences in proposed scope among respondents are anticipated and will be considered as part of the evaluation process.

The City's intent is to select the proposal that provides the best overall solution to address the damage and restore the affected areas.

The City reserves the right to award the contract to the proposer whose submission is determined to be the most advantageous to the City, considering the published evaluation criteria.

Mandatory Site Visit:

A mandatory site visit is required before submitting a proposal.

Each proposer shall inspect the affected areas and independently determine the work necessary to properly remediate the water damage.

Only firms that complete the required site visit will be eligible to submit a proposal.

Proposal Requirements:

To assist the City in evaluating proposals, each proposer shall organize its submission using the following sections.

Proposal Section Proposal Content Proposed Cost
The City requests that costs be itemized by section to the greatest extent practicable. If a cost applies to multiple sections, the proposer may combine related items and note the sections included.
If a section is not applicable to the proposed scope of work, indicate “N/A” in the proposed cost column.
1. Water Extraction and Drying Describe the proposed methods, equipment, and drying process. $
2. Materials for Removal Identify all materials recommended for removal and explain why. $
3. Cleaning and Sanitizing Describe cleaning and disinfecting procedures. $
4. Moisture Verification and Testing Explain how moisture levels will be verified. $
5. Mold Prevention or Remediation Describe recommended mold prevention or remediation measures. $
6. Project Schedule Provide estimated start and completion dates.
7. Assumptions and Exclusions Identify any assumptions or exclusions affecting the proposal.
8. Total Proposed Cost

9. References Provide at least three references for similar water damage remediation or restoration projects completed within the past five years. Include the project owner, contact person, telephone number, and a brief description of the work performed.
