REQUEST FOR PROPOSALS
The City of Cleveland will accept sealed Proposals for a Construction Manager at Risk (CMAR) for the completion of the future City Hall building at 44 Inman Street and City Council building at 70 Inman Street.
Proposals will be accepted until 3:00 P.M., EST, May 5, 2026, at the Cleveland Municipal Building, 190 Church Street, NE Cleveland, TN, 37311. Any proposal received after the date and time specified will not be considered.
The project scope will consist of preconstruction services to develop a construction schedule and plan of service for executing the work, as well as general contractor services to complete the remaining portion of the work.
A non-mandatory pre-bid meeting will be held on Thursday, April 23, 2026, at 1:00 PM, EST at the Cleveland Municipal Building Council Room, 190 Church Street, NE, Cleveland, TN 37311.

Interested parties submitting a proposal must be a qualified person licensed under the Contractors Licensing Act of 1994.
All Proposals must be sealed, plainly marked “CITY HALL COMPLETION RFP” and mailed or delivered to the City of Cleveland, Attention: Kristi Powers, 190 Church Street, NE, Cleveland, TN 37311.
The City of Cleveland, Tennessee, through its Council Members, reserves the right to reject any/and or all proposals, to waive any formalities and informalities in the proposals received, and to accept any proposal which in its opinion may be in the best interest of the City of Cleveland.
