RFP-26-1690 Consulting & Engineering Services for New Asphalt Plant

The City of Calgary is seeking proposals from qualified consulting firms to provide consulting and engineering services for the planning, design, procurement support, construction administration, and post-construction services associated with the development of a new asphalt plant at the Manchester site in Calgary, Alberta. The successful consultant will act as the Prime Consultant and be responsible for coordinating all required professional disciplines, integrating vendor and contractor requirements, and supporting delivery through multiple project phases. Initial award is anticipated for Phases 1 and 2, with future phases subject to City approval.

Proposals must be submitted electronically through SAP Ariba.

• Bids are submitted via the SAP Business Network portal found at supplier.ariba.com.
• Suppliers must register on the Ariba portal to submit a bid.
• Hard copies are not accepted
Failure to submit via SAP Business Network will result in a non-compliant bid

All questions and requests for clarification regarding this RFP must be submitted through the SAP Ariba event message board no later than October 21, 2026 at 4:00:59 PM MST.

Responses to questions and any resulting addenda will be issued through SAP Ariba. The City may not respond to questions received after the question submission deadline.
