Notes	The Little Rock School District invites your proposal to implement and coordinate public relations, marketing, and advertising plans for the Little Rock School District (LRSD), guided by the findings from a recent audit and aligned with the goals of the District’s Strategic Plan. The main goal of any resulting contract is to promote LRSD’s brand and programs to enhance student recruitment and retention. The complete request for proposal documents are available online at https://lrsd.ionwave.net . Interested bidders must register at this site to download forms and submit a proposal electronically. This is the REQUIRED method of submission. Any questions regarding this RFP are to be submitted in writing via Ion Wave under the questions tab by the deadline, April 2, 2026, 12 pm. All questions received, and the corresponding answers, will be posted publicly for all vendors. No verbal responses will be provided. ISSUING OFFICE This solicitation is issued by the Procurement Department, Little Rock School District. The Procurement Department is the sole point of contact between the bidder and the District regarding any contract awarded as a result of this invitation. Questions relating to this invitation should be submitted under the questions tab before the question deadline. Bidders under no circumstances shall contact any other Little Rock School District administrators or staff at any time during this procurement process. Any contact with Little Rock School District administrators or staff could result in your bid being disqualified. EVALUATION CRITERIA AND AWARD The contract will be awarded to the contractor who submits the most responsible, responsive offer complying with the instructions specified within. The Owner reserves the right to reject any or all proposals or to waive any formalities or technicalities in any proposal should such be deemed to be in the best interest of the Owner. The proposed costs, fees, or expenses will weigh heavily in the award of any resulting contract but will not necessarily be the determining factor. The District intends to review all written proposals and MAY interview a shorter list of potential candidates for further consideration. The District intends to award a single contract for all products/services. The District will use, but is not limited to, the following criteria in reviewing proposals.
