ADDENDUM # 2

The following is issued to supplement or revise the above-referenced Request for Qualifications/Request for Proposals. The clarifications to the documents are described below. Unless specifically changed by this addendum, the remainder of the documents and specifications remain in effect as issued.

CLARIFICATIONS:

  • Question: The Scope of Services identifies at least two public meetings, and the Milestone Schedule also lists a third public meeting, a stream walk, and a stream cleanup event. Should proposers include only the “at least two public meetings” identified in the Scope of Services, or should they also account for the additional events listed in the Milestone Schedule?

Answer: Please account for all events as listed in the Milestone Schedule.

  • Question: The budget includes $113,000 in Commonwealth funding and $75,333 in cost share/in-kind match. Will any portion of the match support consultant-delivered services, and should proposers price against the full $188,333 project budget or only the $113,000 in Commonwealth funding?

Answer: The total project budget is $188,333, which will be utilized to cover the cost of ALL project expenses; this includes both the contract of the selected firm and a separate administrative services contract. Firms should prepare their cost proposals based on the total project budget.

  • Question: Should proposers provide hourly rates and estimated hours by staff member or labor category for each chapter, a total fixed fee by chapter, or both? Please also confirm whether a required cost proposal form or template is available.

Answer: Both; cost proposals should include a total fixed fee per chapter which outlines hourly rates for staff as well as equipment, travel, and any other expenses to complete work as identified in the RFP/RFQ. There is no required form or template for cost proposals.
