General Information

The Village of Sussex Engineering Department is requesting proposals for Survey and Design Engineering Services for the Northeast Interceptor Trail – Woodland Ct. to Good Hope Road,

WisDOT Project Number 2716-04-01/71. The proposal is requesting tasks to include, but not limited to, survey, design, drafting, floodplain and hydraulic analysis including compensatory storage, permitting, contract plan and specification preparation, bidding, bid analysis, and cost estimates for the completion of 2900 lineal foot off-road trail from Woodland Court to Good Hope Road. A wetland delineation was completed on December 17, 2024, and is provided in the appendix for your information. The Northeast Interceptor Trail Project is necessary to provide another link in the pedestrian/bicycle trail network to allow residents to use alternate means of transportation. Through Sussex’s extensive network of trails and sidewalks, most residents can easily reach Waukesha County’s Bugline Trail which allow them to commute to other communities in the County to work or shop. Currently, the residents of Lisbon and Sussex located north of Good Hope Road do not have a connection to the trail system south of Good Hope Road. This 2900 lineal foot off-road trail will provide that opportunity for both Sussex and Lisbon residents to choose to use non-motorized transportation for their trips. The Village has been awarded a Wisconsin Department of Transportation (WisDOT) Congestion Mitigation and Air Quality Improvement Program (CMAQ) grant for the construction of this project. This will be a 3-party design contract with the WisDOT, Village of Sussex and the selected consultant using the WisDOT contracting boilerplate templates.

The successful consultant will need to complete project deliverables. Project tasks include, but are not limited to, the following: administration; survey; private and public utility and agency

coordination; municipal coordination; public involvement; environmental documentation and permitting; design reports and memos; coordination Canadian National (CN) Railroad, cost

estimates; preliminary and final plans, specifications, and engineering documents.

The request for proposal includes professional survey and design engineering services to provide full topographic survey of site conditions and to execute design engineering services for the contract documents to complete the construction of the proposed 2900 foot long asphalt bicycle/pedestrian path (width 8 foot) between Good Hope Road and Woodland Court in the Woodland Nature Preserve in the SW ¼ of Section 13, Town 08 north, Range 19 East. A portion of this trail will need to be constructed through a previously disturbed wetland. The wetland was disturbed for the installation of the Northeast Sanitary Interceptor Sewer in the 1990’s. The wetland was delineated in 2024 by an assured delineator, see Appendix 2. The project will also cross an existing unnamed stream and its associated floodplain. The intention is to use the existing farm culvert as the stream crossing location. The project is within 1000 feet of the CN railroad tracks, but the trail should have no impact on the railroad.

There will be multiple challenges to overcome, including approvals from various agencies. Portions of the proposed trail is within an environmental corridor. Anticipated design engineering services will include, but not limited to, the following: complete stormwater analysis; endangered species evaluation; floodplain evaluation; letter of map revision (LMOR); hydraulic analysis, including compensatory storage analysis. Various permits will be required from the Wisconsin Department of Natural Resources (WDNR), Army Corps of Engineers, and FEMA. The Village does not anticipate any increase to the floodplain. The Village assumes that a Conditional Letter of Map Revision (CLOMR) submittal will not be required. The selected consultant will work with the Village on designing the optimal route for the trail. Additionally, though the proposed trail location is not crossing or disturbing any land within the CN railroad right of way, the project is within 1000 feet of the CN railroad tracks so coordination or a permit may be required.

Project designs should follow and must be consistent with all applicable Federal, State and Local Standards and Codes, as well as WisDOT’s Facilities Design Manual, American Association of State Highway & Transportation Officials (AASHTO), Guide for Development of Bicycle Facilities, Wisconsin Bicycle Facilities Design Handbook, and Wisconsin Pedestrian Guidance. WisDOT will review preliminary, 30%, 60% and draft final design plans. The project is being constructed with Federal funds through the CMAQ, so the WisDOT design process in the Facilities Development Manual must be followed.
