City of Houghton (Owner) is requesting Bids for the construction of the following Project:
WATER & SEWER IMPROVEMENTS (PHASE 5)
H02-05447
Bids for the construction of the Project will be received at the U.P. Engineers & Architects, Inc. Office
located at 100 Portage Street, Houghton, MI 49931 until April 6, 2026 at 11:00 a.m. local time. At that
time the Bids received will be publicly opened and read.
The Project includes the following Work:
Approximately 3,900 feet of water main replacement, customer water service line
replacements, valves, fire hydrants and associated water distribution system appurtenances,
approximately 2,300 feet of sanitary sewer main replacement, sanitary sewer manholes,
customer sanitary lateral replacements, associated sanitary collection system appurtenances,
pertinent storm sewer pipes and structures, roadway restoration, driveway restoration,
sidewalk restoration and landscaping; as detailed in the contract documents.
OBTAINING THE BIDDING DOCUMENTS
The Issuing Office for the Bidding Documents is:

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday
through Friday between the hours of 9:00 AM - 4:00 PM Eastern time and may obtain copies of the
Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will
not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or
partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the
Issuing Office.
Bidding documents also may be examined at the following Builder Exchanges: Michigan Infrastructure
and Transportation Association (MITA), McGraw -Hill Dodge, Construction Association of Michigan, Delta
County, Iron Mountain, Hurley, Marquette, Grand Rapids; and Traverse City. Builder Exchanges are
authorized to share the contract documents with other exchanges.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of
$100.00 refundable deposit for each set (refundable for the first set only), plus a separate $100.00 non-
refundable handling fee for each set of contract documents. Alternatively, bidding documents are
available as portable document format [PDF] files for a non-refundable charge of $50.00. Make deposit
checks for Bidding Documents payable to U.P. Engineers & Architects, Inc.
A pre-bid conference for the Project will NOT be held.

Bid security shall be furnished in accordance with the Instructions to Bidders. The Bid Bond or certified
check payable to Owner shall be in an amount no less than 5% of the maximum bid as a guarantee, that
if the Bid is accepted, the Bidder will execute and file the Contract, Performance and Payment Bonds,
and Insurance Certification, as required by the Contract Documents within (10) days after the Notice of
Award.
The Owner reserves the right to waive any informality or to reject any or all bids.
INSTRUCTIONS TO BIDDERS
For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.
DOMESTIC PREFERENCE
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural
Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and
subsequent statutes mandating domestic preference applies an American Iron and Steel requirements
apply to the EGLE SRF sanitary sewer portion and MEDC WRI water portion of this project. All iron and
steel products used in the sanitary sewer portion of this project must be produced in the United States.
The term “iron and steel products” means the following products made primarily of iron or steel: lined
or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe
clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
The following waivers apply to this Contract:

GOVERNMENT FUNDING
Financing for this project is being provided by an MEDC Community Development Block Grant, in
conjunction with the Michigan Department of Environment, Great Lakes, and Energy (EGLE), Clean
Water State Revolving Fund (CWSRF), which both require approval by their representatives of all
Contracts, attachments, and similar documents, all partial and final payments, and all change orders.
Davis Bacon wage rates are required for this project. Contractor must conform with all conditions of
employment and requirements of federal prevailing wage rates, Segregated Facility, Section 3 of the
HUD Act of 1968, Section 109 and Equal Opportunity. The Contractor must comply with the minimum
rates for wages for laborers and mechanics as determined by the Secretary of Labor in accordance with
the provisions of the Davis-Bacon and Related Acts.
